This provision is inadequate
The childminder has failed to implement safeguarding procedures effectively or refer concerns promptly, which has a significant impact on the welfare of children. Assistants are not made sufficiently aware of how to raise concerns about their employer if they need to.
p.1
It has the following strengths
Friendships between older and younger children are positively promoted and benefit both groups of children. The childminder's home is well-planned to enable children to explore and investigate the range of resources and activities available to them.
p.1
What the setting needs to do to improve further
To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

review the information provided for assistants at induction, with particular regard to how they can raise concerns about their employer. 25/11/2016
p.2
Inspection activities
The inspector observed the quality of teaching and the impact this has on children's learning both indoors and outdoors. The inspector observed the childminder's routine and children at play. The inspector looked at children's learning and development records. The inspector held discussions with the childminder about the service provided.
p.2
Effectiveness of the leadership and management is inadequate
Arrangements to safeguard children are not effective. The inspection took place following an incident of a safeguarding nature. The childminder does not fully understand his legal responsibilities to keep children safe. Insufficient steps were taken to refer a safeguarding allegation to appropriate agencies. The childminder also failed to notify Ofsted of the matter within the required timescales. As a result, Ofsted will issue a warning letter in respect of this significant failure to meet requirements. Induction arrangements for assistants working alongside the childminder are not thorough enough to ensure they are clear on the procedures for reporting concerns about their employer. Appropriate partnerships with parents are in place. Parents receive written and verbal daily feedback about the care and activities provided for their children.
p.3
Quality of teaching, learning and assessment is good
The childminder demonstrates a secure knowledge of the children's individual needs and requirements. Rooms used by children are well-organised and planned so that children can easily access resources of their choice. The childminder is enthusiastic and engages children's attention during songs and story times. He listens and responds to the children he cares for with warmth and fun. Children of all ages respond well to his approach. The childminder successfully promotes young children's language and literacy skills. He sits with individual children to look at books and encourages them to talk about what they see, praising them when they respond.
p.3
Personal development, behaviour and welfare are inadequate
Children's overall safety and well-being is not fully assured because there are failings in meeting some safeguarding and welfare requirements. Children do, however, settle quickly into their new environment when they first start at the setting. Children behave well because they are well occupied and understand the clear boundaries in place to support a harmonious environment. Younger children learn from older children as they watch them at play. The childminder's home is assessed regularly to identify and reduce risks from any potential hazards.
p.3
Outcomes for children are good
Children make good progress and are well-prepared for future learning and starting school. They gain good levels of confidence and independence and are keen to explore and learn. Children show good levels of engagement with the activities available. Older children learn to consider the needs of the younger children. All children show care and concern for one another and develop good manners. Children enjoy playing in the garden where there are plenty of resources for them to develop their physical skills.
