This provision is inadequate
The childminder has not updated her knowledge and understanding of the guidance and procedures of the Local Safeguarding Children Board. The childminder does not have a secure understanding of the procedures she must follow should an allegation be made against herself or anyone living on the childminding premises. The childminder does not have a secure understanding of the learning and development requirements. This has an impact on her ability to promote children's learning and meet the requirements for assessing their progress. The childminder does not provide a stimulating environment where children can enjoy learning. Effective arrangements are not in place to work in partnership with parents to promote children's learning and development. The limited monitoring and evaluation of the provision mean that the childminder fails to identify areas that require improvement.
p.1
It has the following strengths
The childminder supports children's good health. She maintains good standards of cleanliness throughout childcare areas and helps children to learn about hygiene routines. The childminder is warm and caring and builds attachments with the children in her care.

Inspection activities
The inspector spoke to the children and observed their play. The inspector talked to the childminder about her practice throughout the inspection. The inspector looked at relevant documentation and evidence of the suitability of the childminder and household members. The inspector viewed the areas of the home used for childcare.
p.2
Effectiveness of the leadership and management is inadequate
The arrangements for safeguarding are ineffective. The childminder does not keep herself up to date with child protection procedures and policies, specifically what to do if an allegation is made against herself or a household member. She does not have the knowledge to enable her to be alert to any issues for concern in a child's life at home or elsewhere. This means she is unable to respond appropriately to protect children's welfare. The childminder does not evaluate the quality of her practice and provision adequately. Consequently, she does not set challenging targets to bring about improvement, so she can effectively raise the quality of the provision. She does not recognise breaches in requirements and the effect these have on children's learning and care needs. The childminder has taken steps to ensure risks in the home are minimised. The premises are secure and pets are not left alone with the children.
p.3
Quality of teaching, learning and assessment is inadequate
The childminder does not have a secure understanding of the learning and development requirements. She lacks knowledge of the areas of learning and development and of the requirements for assessment. She does not undertake effective observations and assessments of children and their progress to understand their level of achievement, interests and learning styles. Additionally, she does not encourage parents to contribute meaningful information about children's learning at home, so all can work together to promote their development. Consequently, teaching is ineffective and activities are not based on what children need to learn next to help them make the most possible progress. Only a basic range of toys and resources is made available for children to use. This does not promote children's learning in all areas and limits their ability to make choices and decisions about their play. Some resources are not maintained in a way that helps to

promote learning. For example, numbered stacking cup sets are incomplete, leaving children frustrated as they attempt to count and sequence these. The television is left on continually and is a distraction to children as they play.
p.3
Personal development, behaviour and welfare are inadequate
The failure to meet statutory requirements for safeguarding and welfare and learning and development have a significant impact on children's well-being. Despite this, children appear to be settled with the childminder and approach her with confidence. She is kind and caring and supports children to behave appropriately. She talks to them about the importance of sharing and taking turns. She teaches them how to keep safe while out walking and has strict rules to ensure their safety at this time. The childminder works with parents to help children to experience a smooth move from home into her care. Children enjoy and benefit from fresh air and exercise during their visits to the local parks.
p.3
Outcomes for children are inadequate
Children make insufficient progress in their learning and development. They lack challenge and motivation as activities are not based on what they need to learn next or what interests them. This does not help them to develop an eager disposition towards learning. Therefore, they are not well prepared for the next stage in their learning.
