This provision requires improvement. It is not yet good because:
Leaders do not ensure that the risk assessment procedures are rigorous enough to prevent children from gaining access to areas which pose a risk to their safety. This breach also relates to the requirements of the Childcare Register. Staff do not accurately maintain children's daily attendance register, which compromises children's safety. This breach also relates to the requirements of the Childcare Register. At times, staff do not provide consistent opportunities for children to enhance their physical development, with particular regard to managing their personal needs. This prevents children from making good progress in gaining the skills needed for school.
p.1
It has the following strengths
The manager is fairly new in post. She has made some positive changes to provision, including increasing resources for children and providing training for staff to support children within the setting. The manager shows a positive attitude towards further improvements. Children enjoy learning about the community beyond the nursery. For example, they celebrate a variety of cultural festivals and learn about the jobs that people do. Parents' feedback on the day of the inspection was positive. Parents commented on the care their children receive, staff's friendliness, and the way that they are kept informed about their children's development.
p.1
What the setting needs to do to improve further
To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

Due Date
improve risk assessment processes to effectively identify and remove all hazards, to make the premises safe for children at all times 13/10/2016
p.2
Due Date
keep an accurate daily record of the children's hours of attendance. 30/10/2016
p.2

To further improve the quality of the early years provision the provider should:
p.2
Due Date
strengthen the programme for physical development to include more opportunities for children to learn how to manage their personal care, to prepare them fully for the next stage in their learning.
p.2
Inspection activities
The inspector observed the children's activities and staff interaction with the children. The inspector spoke with staff at appropriate times, and held a meeting with the provider and manager. The inspector conducted a joint observation with the manager. The inspector sampled various documents, including children's assessment records, staff records, risk assessment records and the register of attendance. The inspector spoke to some parents and took account of their views.
p.2
Effectiveness of the leadership and management requires improvement
Safeguarding is effective. The leader implements clear recruitment procedures to check staff suitability to work with children. All staff have completed recent safeguarding training and they show a clear understanding of what to do if they have concerns about a child. However, staff do not maintain children's attendance register consistently. For instance, on a number of occasions, children's departure times have not been recorded, which does not ensure children's safety. Leaders and staff carry out daily risk assessments in most areas; however, they do not fully check all areas children have access to, such as rooms where children can reach electrical cables and cleaning materials, to keep them safe at all times. Despite this, during the inspection, the manager was quick to remove a hazard that she identified while touring the premises with the inspector, which shows that she has a suitable understanding of minimising some risks.
p.3
Quality of teaching, learning and assessment requires improvement
The manager generally oversees children's assessments to help staff target their planning according to each child's learning needs. However, some aspects of children's physical development are less encouraged, in particular, opportunities for them to practise and improve their personal care skills. For example, staff do not provide many opportunities for children to learn how to put on clothing and, occasionally, they wash children's hands for them, even though the older children are able to do so independently. Staff create suitable opportunities to support all children's communication and language skills, including those who are less confident speakers. Children develop an interest in books and enjoy stories. Staff encourage children's creative development well.
p.3
Personal development, behaviour and welfare require improvement
Staff work with parents when children join the nursery to help each child settle in smoothly. Staff interact appropriately with all children and they are sensitive to their individual care needs. For example, young children settle for sleep after lunch and older children can rest or take part in quiet activities. However, despite the weaknesses in ensuring children's safety in checking hazards and maintaining daily registers, children play in a clean environment and benefit from nutritious meals, which supports their physical well-being. Children engage in regular physical activities that help to keep them in good health. Staff support children to behave well and to play cooperatively.
p.3
Outcomes for children require improvement
Children make steady progress in most areas of their learning and development. They learn to use numbers in everyday situations and explore opportunities for mark making. However, opportunities for children to gain the necessary skills to help prepare them fully for school are overlooked at times, particularly in enhancing their physical development.
