This provision is inadequate
The childminder fails to evaluate her practice effectively to meet the requirements of the Early Years Register and the Childcare Register. The childminder fails to ensure that children are safe in the presence of the family's dogs. She does not provide sufficient supervision to reduce the risk of accidents and incidents to children, particularly babies. The childminder does not maintain an accurate record of children's hours of attendance to show when they are present in her setting. The childminder does not maintain the premises at an appropriate temperature for children to stay comfortable at all times. Inspection activities
The inspector observed activities indoors. The inspector and the childminder observed and discussed an activity together. The inspector talked to the childminder about her practice at appropriate points throughout the inspection. The inspector looked at children's assessment records and evidence of the childminder's training and qualifications.
p.2
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. Children's safety and welfare are significantly compromised. The childminder has a poor understanding of how to reduce risks to children to keep them safe. For example, she does not understand the importance of babies' sleeping positions and using suitable bedding to ensure they sleep safely. The childminder fails to protect babies from incidents and potential injury. For example, she does not take sufficient steps to prevent the family's small dogs from jumping on babies' faces when they are lying on the floor. The childminder takes some steps to update her knowledge and skills. For example, following training, she understands her responsibility to identify and respond to any concerns about a child's welfare outside the setting including emerging safeguarding issues.
p.3
Quality of teaching, learning and assessment is inadequate
The childminder does not pay sufficient time or attention to supporting children's learning. For example, when she is tending to babies, other children have to wait a long time before she turns her attention to them. The childminder does not match activities to children's differing needs and teaching is ineffective, particularly for the oldest children. For example, she asks them questions and provides activities that are at the much younger children's level. The childminder has taken steps to improve how she monitors children's progress, but does not use this information well to provide interesting and challenging experiences. For example, she offers few opportunities for children to learn about shapes, space and measurement, and does not support them to explore how things work. Children have some opportunities to express themselves and build early language skills. For example, the childminder encourages them to talk about what they are doing during their

imaginative play. The childminder informs parents about their children's achievements. For example, she shares information through daily communication books.
p.3
Personal development, behaviour and welfare are inadequate
The significant weaknesses identified in safety procedures are detrimental to children's well-being. The childminder is not vigilant enough to keep children safe. She does not supervise them carefully or help them understand safety procedures. The childminder has taken steps to help children learn about behavioural expectations. However, children sometimes comment that they are bored, as they are not motivated by the activities and experiences on offer. The childminder does not ensure that children are always comfortable. For example, the playroom is noticeably colder than the rest of the premises. When children state that they feel cold, the childminder does not respond. The childminder makes sure that children have food, drinks and nappy changes in accordance with their individual needs. She helps them to develop some awareness of people who are different from themselves.
p.3
Outcomes for children are inadequate
Children are not well-prepared for school and their next stages of learning. For example, they do not have sufficient opportunities to learn about mathematical concepts, relative to their stage of development, and do not develop skills in using technology. Children learn basic skills in some areas, such as developing pencil control and playing cooperatively with other children, but they are not motivated to become keen and curious learners.
