This provision is inadequate

 The manager does not ensure that staff are effectively deployed so that children are adequately supervised. This has an impact on the safety of children, particularly when they go to the toilet.  The premises are not secure because the security system for the club is ineffective. Consequently, at certain times unauthorised adults can gain entry to the premises. This compromises children's safety.  Daily records of children's hours of attendance are not adequately maintained. This means staff do not know which children are present.  The arrangements for the professional development of staff are poor. The manager does not use staff supervision sessions effectively to identify where improvements in practice are needed.  Self-evaluation continues to lack rigour. The manager's evaluation of the quality of the provision is not accurate.  Staff interactions with children do not fully build on their interests for them to be highly

The inspector spoke to staff and children at appropriate times during the inspection.  The inspector looked at relevant documentation, discussed the club's self-evaluation and plans for improvement, policies and procedures and evidence of the suitability of staff working in the club.  The inspector held a meeting with the manager and the local authority adviser.  The inspector spoke to a group of parents during the inspection and took account of their views.

p.2

Effectiveness of the leadership and management is inadequate

The arrangements for safeguarding are not effective. The manager shows a poor understanding of the need to keep the premises secure. At certain times of the day, the entrance door is left unlocked so other users can enter the premises unnoticed. The manager does not deploy staff effectively to ensure children are supervised at all times. For example, staff do not accompany children when they go to the toilet. As the premises are accessed by other users children are not effectively safeguarded. In addition, children's hours of attendance at the club are not always recorded. This means staff do not have an accurate knowledge of which children are on the premises at any one time. Despite these weaknesses, staff have some awareness of the procedures to follow if they are concerned about a child's welfare. The monitoring of the quality of provision is not effective. Although the provider has addressed the previous actions, subsequent key

weaknesses have not been identified and addressed. The manager does not understand how to use supervision sessions and staff performance systems effectively. Staff are all qualified but do not receive effective coaching and targeted support to improve their practice to a good level. Parents comment they receive regular information about their child's activities.

p.3

Quality of teaching, learning and assessment requires improvement

Staff have started to develop links with teachers at the school children attend. This partnership aids staff in deciding the types of activities that children will enjoy. There is a range of resources to provide fun learning experiences for children. However, at times, staff interactions do not build on children's interests to keep them fully engaged. Children's excitement in spotting a rainbow is not seized upon by staff. In addition, children spend time sitting at computer games with little encouragement to explore other activities. Generally, children are well occupied while they concentrate on creating Halloween pictures. A member of staff sits with children and encourages them to consider the different shapes on their drawings. She engages children in friendly conversation. Children also play with farmyard animals and construct a farm together.

p.3

Personal development, behaviour and welfare are inadequate

Children's safety and welfare is compromised as the premises are not secure and staff do not adequately supervise children. Despite this, children settle quickly at the club and enjoy conversations with their peers. Staff help children build relationships with each other. Staff have worked on developing boundaries for children's behaviour. For example, children now learn to work as a team as they have developed the club rules together. Generally, children behave well. Staff encourage children's independence. Children hang up their coats and bags on arrival and serve themselves at snack time. Children enjoy the fresh fruit, biscuits and water that are freely available. Children have sufficient opportunities to be physically active.
