This provision is inadequate
The provider has a weak understanding of the early years foundation stage and as a result, a number of requirements are not met. The provider is not effective in monitoring and improving staff practice. Poor staff deployment means that children are not consistently well supervised. For example, staff do not always notice when children have an accident or hurt themselves. Safeguarding practice is ineffective. The provider does not have effective arrangements in place to ensure all staff continue to be suitable to work with children. In addition, the provider does not ensure staff follow the setting’s mobile phone policy. For example, visitors use their mobile phones in the setting and this goes unchallenged by staff. The provider has not considered the risks to children when unknown adults access the building’s shared bathroom area at the same time as nursery children. This puts children at risk.
p.1
This provision is inadequate
Teaching is inadequate. Staff do not do enough to identify and provide for the next steps in children’s learning. They do not promote children's communication and language skills sufficiently well. This includes children who speak English as an additional language. Children do not make the progress they should. The key person system is ineffective in meeting children's individual needs or in building relationships with parents. For example, staff do not use the information parents provide about their children to help them meet their needs.

Inspection activities
The inspector held discussions with the provider and staff at appropriate times during the day. The inspector observed the quality of teaching during activities to assess the impact on children's learning. The inspector looked at a sample of documentation including children's learning records, evidence of staff suitability and safeguarding policies and procedures. The inspector conducted a joint observation with the provider. The inspector took into account the views of staff, parents, children who were present on the day of the inspection.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The provider does not have appropriate systems in place to check staffs’ continued suitability to work with children. Staff do not supervise children appropriately when they use the building’s shared bathroom areas. For example, they do not check who else is using the toilets before they take small groups of children to the bathroom to change their nappies. Young children wander freely in the bathroom area without close supervision. Poor staff deployment means staff are not aware when minor accidents occur during children’s play. In addition, visitors to the setting use their mobile phones in children’s play areas and this goes unnoticed by staff, placing young children at risk of harm. The provider does not monitor the quality of teaching sufficiently well. Not all staff are confident in checking children’s progress. The provider does not help staff to gain the skills they need to fulfil their role to support children’s learning and development. The

arrangements for induction and supervision of staff are weak. Staff are not provided with the support and coaching they need to help them improve their practice and knowledge of how to build on the interests of children. The provider, with the help of the local authority is at a very early stage of identifying appropriate areas for improvement.
p.4
Quality of teaching, learning and assessment is inadequate
Teaching is inadequate. Staff do not plan appropriately for children's individual needs based on their age and stage of development. Some information is collected from parents about what children know and can do already when they first start at nursery. Staff do not use this information to help plan activities or meet children’s needs. For example, they do not employ effective strategies, such as collecting familiar words in children’s home languages. Some children become upset and do not routinely participate in the activities on offer. Others access an appropriate range of resources and make choices about their own play. However, staff miss key opportunities to extend and engage in children’s learning as they focus on domestic routines. Children do not learn to concentrate and persevere at their chosen activity. For example, staff do not effectively encourage children to explore and develop their own ideas as they construct train tracks or make necklaces
p.4
Personal development, behaviour and welfare are inadequate
Ineffective staffing arrangements mean that children do not settle or build secure relationships with familiar adults. Children new to the setting are left unsupported. They are passed between different staff in an attempt to soothe them when upset. This compromises children’s emotional well-being and affects their ability to settle with ease. Not all parents know who their child’s key person is. This does not help to build secure links between home and the setting. Staff prioritise routine tasks such as clearing up, instead of spending their time helping children to learn to become independent. Children do not learn how to take care of their environment by, for example, being involved in tidying up.
p.4
Outcomes for children are inadequate
Children do not make sufficient progress in their learning. Staff do not help children to gain the skills they need to prepare for their next stage in learning, including at school. Their expectations of what children can achieve are too low and they do not set suitable challenges for children. For example, staff do not provide the additional support older children need to learn to extend their independence skills during meal times.
