This provision is inadequate
Children's safety and welfare are significantly compromised. The childminder fails to meet the Early Years Register and Childcare Register requirements. She regularly cares for too many children in the early years age range and does not meet their needs. The childminder does not check the suitability of adults with whom she leaves minded children alone outside her home. She does not obtain written parental permission to leave children alone for short periods with suitable assistants or other childminders. Risk assessments for outings do not include the numbers of children cared for. The childminder fails to meet required ratios and supervise children on outings and in her home. She does not ensure available indoor space meets the needs of each child. The childminder does not manage children's behaviour appropriately for their age or provide consistent boundaries to meet their individual needs effectively.
p.1
This provision is inadequate
The childminder fails to record children's hours of attendance and does not know who has parental responsibility for each child. She does not share children's stages of learning with other professionals to develop continuity in care and learning. The childminder does not carry out the required progress check for two-year-old children. Children do not make sufficient progress. The childminder does not plan activities to challenge and stimulate their learning effectively. Self-evaluation is poor.

Inspection activities
They inspector observed the children in the main play area. The inspector spoke with the childminder at appropriate times during the inspection. The inspector sampled documents, including safeguarding policies and procedures. The inspection was carried out as part of the risk assessment process for inspections.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The childminder cares for too many children in the early years age range regularly and fails to check the suitability of adults she leaves in sole charge of the children. For example, she has not ensured these adults are known to Ofsted and they hold an appropriate Disclosure and Barring Service check to determine their suitability. The childminder does not obtain sufficient contact information from parents and fails to obtain their written permission to leave children alone with suitable assistants or other registered childminders. The childminder does not record children's hours of attendance accurately. The childminder does not carry out effective risk assessments for outings, as she fails to ensure the numbers of children she cares for meets ratio requirements. The childminder understands when to notify Ofsted of significant events.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder fails to monitor children's progress and meet their individual learning needs. She does not use children's interests or their stage of development effectively to plan enjoyable experiences that offer sufficient challenge. The childminder does not work in partnership with other professionals who also care for the children to share information about their achievements. The childminder does not complete the required progress checks for children aged between two and three years. This prevents her from sharing accurate assessments of children's learning with parents.
p.4
Personal development, behaviour and welfare are inadequate
The childminder is not consistent in her approach to behaviour management. She fails to help children understand what is acceptable behaviour. She does not give them age- appropriate and consistent messages to help them learn to manage their feelings. Children do not engage in purposeful play. They wander around and their behaviour deteriorates. This has a negative impact on other children's learning experiences and, in turn, affects each child's well-being. Due to the additional children the childminder cares for and the limits of the available space, children are not able to use resources safely. For example, when they try to use ride-on toys indoors, there is not enough room to move around on them. This limits children's ability to develop their physical skills.
p.4
Outcomes for children are inadequate
Children are not motivated to learn and are not sufficiently prepared for the next stage of their learning and for school. They enjoy listening to stories. However, the childminder's interactions with children are not effective in developing their communication and language skills.
