This provision is inadequate

 The childminder lacks the capacity to improve the quality of care and education she provides for children. She has failed to address actions from the previous inspection and further weaknesses have been identified at this inspection.  The childminder has not ensured that both she and her assistant are clear on their responsibilities for safeguarding children. She has not kept up to date with current guidance and legislation that governs the identification of indicators of concern regarding children's welfare.  The childminder cannot demonstrate that she holds a current first-aid certificate or that there is valid public liability insurance in place.  The childminder has not undertaken professional development to improve her knowledge and skills, in order to meet children's learning, development and care needs. She has also not supported her assistant in this aspect.  The key-person system is not effectively established. There are times when children do

not receive positive interaction, comfort or reassurance from the childminder or the assistant, particularly when they become upset.  The support for developing children's communication and language skills is poor, particularly for those children who are bilingual.  Observations and assessments of some children's progress are inaccurate. The childminder is unable to successfully identify what children need to learn next to support their development.

It has the following strengths

 The childminder exchanges some information about children's care with parents.

Inspection activities

 The inspector observed the quality of teaching during activities indoors and assessed the impact this has on children's learning.  The inspector discussed activities with the childminder.  The inspector held discussions with the childminder, her assistant and children at suitable times. She looked at relevant documentation, such as the childminder's evidence of the suitability of the childminder and her assistant.  The inspector read and took account of the written feedback provided by parents.

p.3

Effectiveness of the leadership and management is inadequate

Arrangements for safeguarding are not effective. The childminder has not kept abreast of current safeguarding guidance. She is unaware of her responsibilities about keeping data on the computer. She is unaware of new duties to prevent children being drawn into situations which put them at significant risk of harm. Her assistant has not updated his knowledge about his responsibility to protect children. Although the childminder states that she has attended first-aid training, she is unable to provide any evidence of this. General organisation of required documentation is poor. The childminder states that she has public liability insurance but cannot supply evidence that this is in place. She has not undertaken any recent professional development to improve her knowledge. There is no programme of supervision meetings in place to help her assistant to develop his knowledge. The childminder does not demonstrate the necessary skills to bring about

improvement. Quality has declined further since the previous inspection. There are breaches in requirements and the childminder displays a poor attitude towards participation in bringing about improvement. This has a significant negative impact on children's care, learning and welfare.

p.4

Quality of teaching, learning and assessment is inadequate

Teaching is weak. The childminder and her assistant do not engage in positive, frequent interactions that support children's learning. The childminder does not accurately know children's stages of development or of their progress made. As a result, she does not identify or promote next steps in learning that help children to move on. She relies on using children's age bands to suggest that all children are working in the same level across all areas of learning even when there are obvious differences in their abilities. This means that she fails to recognise when some children do not make expected progress in their communication and language skills. Furthermore, her expectations for young children's speech and language are not consistent with their age. The childminder displays a lack of understanding about how children develop. She believes that all children who are bilingual and learn a home language alongside English will be behind in their communication and

language skills. This means these children do not receive targeted support in this area and, as a result, their development in this area falls behind their peers.

p.4

Personal development, behaviour and welfare are inadequate

The ongoing poor standard of care and education children receive has a significant impact on children's well-being and their personal development. Children are not stimulated and interactions with the adults do not support them in forming close bonds. The childminder and her assistant do not understand the curriculum well enough to support children's personal, social and emotional development. During the inspection, some children displayed signs of disengagement, such as standing and staring rather than participating in play. When other children had emotional outbursts, the childminder and assistant did not offer reassurance or comfort to help them to understand their feelings. Children attend some trips outside of the home where they develop some physical skills and have fresh air and exercise.

p.4

Outcomes for children are inadequate

Children are not well equipped for their future learning and eventual entry to school. Children who use more than one language are at a disadvantage and do not gain the support they need to close gaps in their achievement. Children do not make suitable progress in their communication and language skills and some are unable to express themselves clearly. Some children display unwanted behaviour and do not have support to understand their feelings.
