This provision is inadequate
The childminder fails to meet the requirements of the early years foundation stage and Childcare Register. She lacks a secure understanding of all safeguarding indicators and the reporting procedures to ensure she protects children who may be at risk of harm. Children spend most of their time in one room which is not organised adequately to enable them to sit, play or relax comfortably to support their well-being. The childminder's teaching is weak. She does not use her observations to identify children's stage of development accurately or to plan activities matched to their interests, capabilities and what they need to learn next. Her poor interactions do not motivate children to learn. Children do not make sufficient progress and are not prepared well for their future learning. Partnerships with parents and other settings do not support children's learning effectively. The childminder does not gain sufficient information from parents to

establish children's starting points. She does not monitor children's progress effectively to share accurate information about their development with other settings. Children do not have opportunities to use and develop their home language to extend their communication and language skills or learn about similarities and differences between themselves and others. Self-evaluation is weak. The childminder fails to evaluate her practice effectively. She does not accurately identify weaknesses and target appropriate areas to improve.

Inspection activities
The inspector observed the quality of teaching and the impact this has on children's learning and development. The inspector viewed all areas of the premises used for childminding. The inspector viewed a range of documentation, including suitability checks and children's records. The inspector held discussions with the childminder and children at appropriate times throughout the inspection. The inspector spoke to parents.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is not effective. The childminder does not understand how to manage concerns about children's welfare to keep them safe from harm. She lacks awareness of the range of signs and symptoms that indicate a child's welfare may be at risk. The childminder does not gain sufficient information from parents when children first start to help her identify children's starting points and plan for their progress. She does not assess children's achievements accurately to plan learning experiences matched to their needs. The childminder does not monitor children's progress to identify any gaps in their development and enable her to provide prompt, appropriate support if needed. Information about children's development shared with other settings is not sufficiently accurate to support continuity of learning. The childminder understands her responsibilities to support any assistants she works with. However, her poor practice limits

the quality of any support she provides. The childminder fails to make effective use of the information from her self-evaluation processes and the support she receives to develop the quality of her practice and provision adequately. She does not recognise breaches in requirements and the effect this has on children's learning and care needs.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder does not support children's learning adequately. The quality of her interactions with children is poor. For example, she does not adapt her teaching, such as when she asks questions, to children's stage of development to help them think for themselves. The childminder does not provide activities that motivate children to become engaged in their learning. For instance, the childminder failed to recognise that an activity to decorate biscuits did not interest children or match their needs. The childminder does not respond to children's spontaneous and ongoing interests to sustain their involvement in purposeful interactions and play. For example, children showed great interest in investigating a toy computer, listening to the sounds and moving their bodies to the music. Despite their continued interest in returning to this activity, the childminder repeatedly switched the toy off, telling children that the batteries were not working. This

prevented children from extending their play and learning.
p.4
Personal development, behaviour and welfare are inadequate
The childminder does not provide a suitable environment that meets children's learning and well-being needs. For example, they play on a hard floor with nowhere comfortable to sit, play or relax. Young children wander around with their comforters when tired, unable to find anywhere to sit comfortably, except on an adult's knee. The childminder does not encourage children to use and develop languages spoken at home, to build their communication and language skills further. Children do not have opportunities to learn about the similarities and differences between themselves and others to improve their understanding of the world around them.
p.4
Outcomes for children are inadequate
Children, including those who are learning English as an additional language, do not make the best possible progress from their starting points. They do not develop skills, such as concentration, that they need for their move to school or nursery. Children do not learn to sustain their interest in purposeful play and activities that extend their ideas and thinking.
