Effectiveness of the leadership and management Requires improvement Quality of teaching, learning and assessment Requires improvement Personal development, behaviour and welfare Requires improvement Outcomes for children Requires improvement

p.1

This provision requires improvement. It is not yet good because:

 Staff do not make accurate enough observations of children to find out precisely what they know and can do.  Staff do not always plan effectively to help children make good progress. This is because they do not identify specific next steps in children's learning.  Staff do not engage parents sufficiently in their children's learning.  Staff do not compare the progress made by different groups of children in order to make sure that any group falling behind is identified quickly and supported to catch up.

p.1

It has the following strengths

 Staff provide a welcoming, friendly environment where children are safe and happy. They promote good manners and children's behaviour is good. Staff communicate well with parents to meet children's care needs.  Staff show good knowledge and practice of safeguarding and child protection. They have worked with local authority advisors to review their policies and implement these more effectively so that children's welfare is assured.  The management team and staff are committed to making improvements to the provision.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage the provider must:

p.2

Due Date

 improve staff knowledge of the early years foundation stage to enable them to make purposeful observations of children's progress and to more accurately identify the next steps in their learning 16/12/2016

p.2

Due Date

 use information gained from observations of children's learning and development more effectively and shape learning experiences that help children make the best possible progress. 16/12/2016

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 find more successful ways to involve parents in the support of children's learning at home and at the nursery  compare the progress of groups of children more effectively.

p.2

Inspection activities

 The inspector observed the quality of teaching during activities indoors and outdoors and assessed the impact this has on children's learning.  The inspector completed a joint observation with the acting manager of the nursery.  The inspector held a meeting with the acting manager of the nursery and the provider. She looked at relevant documentation, such as the nursery's self-evaluation and evidence of the suitability of staff working in the nursery.  The inspector spoke to a small selection of parents during the inspection and took account of their views.

p.2

Effectiveness of the leadership and management requires improvement

Recent changes to the management team have led to a lack of clear leadership. As a result, staff practice with regard to planning and assessment is not good enough. They do not plan focused activities that build on children's learning. However, the recent appointment of the deputy manager as acting manager has had a positive impact on the overall quality of the provision. Arrangements for safeguarding are effective. The management team ensures all staff are familiar with how to identify and report any concerns about a child or an allegation against a member of staff. Robust recruitment procedures are in place to help ensure staff are suitable to work with children. Staff monitor the progress of individual children, but they do not identify gaps in learning between specific groups, such as boys or two-year-old children, in order to make sure no group is disadvantaged and receives the support they need to catch up.

p.3

Quality of teaching, learning and assessment requires improvement

Teaching is variable. Staff ask some purposeful questions to find out more about what children know so they can build on this. They ask children if the toy fish in the water tray are big or small and if they can count them. When children do not respond, staff continue with the activity without pursuing this or trying other ways to challenge children's thinking. They do not take note if children count incorrectly or plan sufficiently to help children learn this skill in future. Staff share some information with parents about children's experiences. However, they have not been successful in finding ways to encourage all parents to fully support children's learning at home. Two- and three-year-old children enjoy listening to stories and joining in with number rhymes. They count how many duck finger puppets are left each time they take one away.

p.3

Personal development, behaviour and welfare require improvement

Staff do not provide activities that match children's needs precisely enough to help them make consistently good progress. However, children are becoming independent. They choose their plates and which fruit they would like eat at snack time. Staff help children to settle when they first start at the nursery and use positive reward systems to encourage them. Staff help to develop children's language and communication skills well. They also encourage children to say good morning to each other and to have good manners. They are steadily developing social skills that help prepare them for starting school. Staff make sure that children are emotionally well prepared for the changes ahead.

p.3

Outcomes for children require improvement

Weaknesses in teaching mean that children do not make consistently good progress across all areas of learning. However, they are developing the basic skills they need for school. Children develop their physical skills outdoors as they climb confidently and use the slide. Children learn to recognise familiar words, such as those for the days of the week. They learn to communicate and interact with staff and each other.
