This provision is inadequate
Leadership and management are weak. There is a lack of clarity regarding roles and responsibilities and a lack of capacity to drive the required improvements. Leaders, managers and staff do not always know or follow the policies and procedures in place to protect children's well-being. This compromises children's health and safety. Some key documents were not available on the day of the inspection. This includes evidence to show that recruitment procedures are being followed to ensure staff are suitable to work with children. Checks made on children's progress between the age of two and three years do not meet statutory requirements. Assessments of children’s learning are sometimes inaccurate. This means that children that need additional help may not receive it quickly enough. Staff do not ensure that parents are involved in their children's learning and development. Parents do not have a clear picture of their children's progress. This

hinders them in supporting their children's learning at home and in helping their children prepare for the next stage in their learning. Staff supervision arrangements are inadequate. They have not proven effective as the quality of teaching is weak. Public information available on the pre-school's website is out of date and inaccurate.
p.1
It has the following strengths
Staff develop warm relationships with children. Most children are well-settled at pre- school.

Inspection activities
The inspector spoke to several parents and took their views into account. The inspector spoke to children and staff at appropriate times throughout the inspection. The inspector conducted a joint observation with the pre-school manager. The inspector held a meeting with the pre-school manager. The inspector sampled the pre-school's documentation such as staff files, records of children's learning and evaluation folders. The inspector met with the chair person of the pre-school. The inspector met with the early years advisory teacher from the local authority.
p.3
Effectiveness of the leadership and management is inadequate
The manager has not received strong support from the pre-school committee over the last year due to diminishing numbers of experienced committee members. The manager is able to describe weaknesses in staff practice, but there has been a lack of concerted action to tackle these areas for development and bring about significant change. Supervision meetings are not effective. They do not provide staff with the support, coaching and training they need to improve their teaching practice and promote the interests of the children in pre-school. Leaders, managers and staff do not have an adequate knowledge and understanding of the statutory framework for the early years foundation stage, including the safeguarding and welfare requirements. Safeguarding is not effective. Leaders, managers and staff do not have a clear understanding of how to respond to concerns about children or staff within the pre-school. On the day of the
p.4

inspection the manager was unable to find some of the required paperwork. This included important evidence to show that staff have been recruited safely. Information on the pre- school website is out of date. This includes information for parents and prospective parents about staffing arrangements, inspection outcomes and the pre-school's policies and procedures.
p.4
Quality of teaching, learning and assessment is inadequate
The quality of teaching has not improved sufficiently over the last year. The checks of children's progress carried out by the pre-school are not accurate and this means that gaps in children's learning and development are not being identified and shared with parents early enough. This risks delay in providing additional help for those that need it. Furthermore, the progress checks do not contain information about how the pre-school intend to address any concerns identified. The weaknesses identified in teaching at the last inspection continue to impact on children's learning. For example, it is not clear how the pre-school's planning of activities links to the next steps for children's development. During most activities staff talk to the children and are modelling language. However, not all staff allow children time to reflect, think and respond, as staff answer their own questions too quickly. The key person system is not yet effective in ensuring that parents
p.4

are engaged with their children's learning and development. For example, some parents do not contribute information about what their children know and can do prior to them attending pre-school to help children settle in. Parents are not contributing what they know about their children to initial assessments of their children's starting points. Furthermore, they are not all well informed about their children's progress or what they need to learn next.
p.4
Personal development, behaviour and welfare are inadequate
Children's welfare is compromised due to breaches of the safeguarding and welfare requirements. Procedures to ensure that children's existing injuries are recorded and to ensure that any accidents that occur at pre-school are documented and discussed with parents are not routinely followed. This means that children's safety and well-being is not secure. Staff support children when they are upset and have built warm relationships with the newest, youngest children at the pre-school.
p.4
Outcomes for children are inadequate
Children do not make the best possible progress because of the weaknesses in teaching. Inaccurate assessment and staff's lack of specialist knowledge sometimes hinder children's progress and there is little evidence of gaps between disadvantaged children and others closing. Staff do not make the most of opportunities to extend children's learning, for example, when doing physical exercises in the morning. Children that need additional support are encouraged to develop their confidence, for example, when using a climbing frame.
