This provision is inadequate

 The provider does not take sufficient action to ensure children are supervised appropriately and potential hazards to children in her care are identified and minimised.  Arrangements for the monitoring and supervision of staff are ineffective. The provider does not ensure that staff undertake targeted professional development to improve their knowledge and understanding of how children learn. Staff do not demonstrate a good enough understanding of how high-quality teaching promotes children's learning.  Observations and assessments of children's learning are not good enough. Staff working with babies and toddlers have a poor understanding of each child's stage of development. Consequently, they do not plan activities that extend children's learning.  The balance of adult-led and child-initiated activity for babies and toddlers is not suitable. Aspects of children's learning are not promoted through well-planned,

purposeful play that takes into account their interests and preferences for learning. As a result, they are not well engaged or stimulated to learn.  Parents are not informed about how the early years foundation stage is being delivered in the nursery, or the range and type of activities and experiences provided for children.  Children's behaviour is not managed appropriately. Children are not supported to understand right and wrong, to keep themselves and others safe, or to understand the consequences of their behaviour.

p.1

It has the following strengths

 Additional funding for three- and four-year-old children is targeted to narrow the gaps in some children's learning.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage the provider must:

 ensure children's behaviour is managed appropriately 05/10/2016  take all reasonable steps to ensure children are adequately supervised and risks to children's safety are recognised and reduced 05/10/2016

p.2

Due Date

 improve arrangements for the supervision and monitoring of staff practice and ensure that staff undertake professional development that improves their knowledge and understanding of how children learn and how good quality teaching promotes children's progress 19/10/2016

p.2

 ensure assessments of children's learning and development are consistent and precise to obtain an accurate understanding of each child's level of achievement, interests and learning styles and then use the information to shape learning experiences that are tailored to meet the individual needs of each child 19/10/2016

p.2

Due Date

 ensure each area of learning and development is promoted through a good balance of adult-led and child-initiated activity that takes into account each child's individual learning needs and makes sure children are consistently well engaged and challenged so that they make at least good progress 19/10/2016

p.2

Due Date

 provide parents with information about how the early years foundation stage is being delivered in the nursery and the range and type of activities and experiences provided for children. 19/10/2016

p.2

Inspection activities

 The inspector observed the quality of teaching during activities indoors and outdoors and assessed the impact this has on children's learning.  The inspector completed a joint observation with the nursery manager and provider.  The inspector held a meeting with the nursery manager and provider. She looked at relevant documentation, including the nursery's self-evaluation and evidence of the suitability of staff working in the nursery.  The inspector spoke to a small selection of parents during the inspection and took account of their views.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. Children are not adequately supervised at all times. The lack of supervision means that children do not always behave in a safe manner. In addition, action is not taken to ensure potential hazards to children are identified and minimised. For example, older children bump into younger children while riding bicycles in the outdoor area. Records of accidents and injuries are kept and parents are notified if an accident to a child occurs. Staff have a poor understanding of the learning and development requirements. Supervision and monitoring of staff's practice are not good enough to ensure weaknesses are identified or quickly addressed. The provider does not make sure that staff receive the mentoring, coaching and training they need, in order to raise the quality of teaching to a good standard. Recruitment is secure and records of the suitability checks undertaken are appropriately maintained. Staff can identify the possible

signs and symptoms of abuse. The provider understands why confidentiality is important and that information must only be made available to those who have a right or professional need to see it.

p.4

Quality of teaching, learning and assessment is inadequate

Key persons cannot accurately assess children's progress because they do not obtain enough information about what children already know and can do when they enter the nursery. Ongoing observations and assessments of children's development are not completed consistently. This means staff do not have the information they need to plan effectively and to provide good quality learning experiences for children. Children are not challenged to extend their learning and help them make good progress. Parents are not kept well informed about the range of activities and experiences on offer in the nursery. This means they cannot build on children's learning at home. Children in the pre-school enjoy discussions based on stories they have read. Staff encourage them to listen to each other and to make connections between their learning experiences.

p.4

Personal development, behaviour and welfare are inadequate

The youngest children are not given enough support to make good progress in their personal development or to be actively engaged in their play. Children's behaviour is not managed effectively and simple rules and boundaries are not implemented. Children are not supported to understand right and wrong, or to understand the impact that their actions have on others. Food and drinks provided are plentiful and healthy. Children are supported in their personal care routines and staff help them to understand why good hygiene is important. Children have free-access to the outdoors so they can spend time in the fresh air and be physically active.

p.4

Outcomes for children are inadequate

Children are not making enough progress in their learning and are not prepared well enough for school. Weaknesses in the quality of teaching and assessment mean that gaps in children's learning are not identified. However, pre-school children are starting to understand that information comes in a variety of forms. They develop mathematical skills as they count and explore numbers. Children are learning about their community during trips and the wider world through stories and celebrations of culture.
