This provision is inadequate

 The childminder does not have a secure understanding of the early years foundation stage, in relation to the safeguarding and welfare requirements. This is with particular reference to maintaining an appropriate adult-to-child ratio.  The childminder has a poor knowledge and understanding of the learning and development requirements of the early years foundation stage. Observation and assessments of children's learning are ineffective and do not allow her to monitor children's progress.  The childminder does not have a strong enough understanding of the requirements for the progress check for children between the ages of two and three years.  The childminder does not support very young children appropriately in developing their communication skills.  The childminder does not use self-evaluation effectively. She does not identify weaknesses in her practice or find ways to improve her provision.  The childminder has not kept up with a programme of professional development that

helps her to update her knowledge and skills, in order to improve the quality of the practice

p.1

It has the following strengths

 The childminder provides a warm and welcoming environment. Children have positive relationships with the childminder and other children, and they behave well.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

Due Date

 ensure that the required adult-to-child ratios are maintained at all times 19/09/2016

p.2

Due Date

 develop knowledge and understanding of the seven areas of learning and how to assess children's learning and development to accurately help shape each child's learning experiences 03/10/2016

p.2

Due Date

 share the progress check for children aged between two and three years with parents and encourage parents to share the information with other relevant professionals. 19/09/2016

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 focus teaching more precisely on helping children imitate words and sounds to help them develop their communication skills  strengthen procedures for self-evaluation to ensure targets for improvement are based on rigorous monitoring of practice  develop a programme of professional development that helps update knowledge and skills to improve the quality of the practice.

p.2

Inspection activities

 The inspector observed the quality of teaching during activities and assessed the impact this has on children's learning.  The inspector completed a joint observation with the childminder.  The inspector looked at relevant documentation, such as records of attendance and policies and procedures.  The inspector took account of the written views of parents during the inspection.

p.2

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. Although the childminder does know who to report any child protection concerns to, she is not aware of the required adult-to-child ratios for children in her care and she regularly cares for more children than allowed. This compromises children's safety. The childminder has failed to keep up with an effective programme of professional development, in order to help her improve her knowledge, understanding and practice. Furthermore, she does not use self-evaluation effectively to identify the strengths and weaknesses in her practice. This means that the priorities for improvement are not being addressed to raise the standards in her provision.

p.3

Quality of teaching, learning and assessment is inadequate

The quality of teaching is weak. The childminder's observations and assessments of children's progress are not clearly linked to the seven areas of learning and in particular, against the prime areas of learning. As a result, the childminder is not able to purposefully plan new experiences based on children's precise learning needs. The childminder has completed an assessment of progress for children aged between two and three years. However, she has not shared this with parents so that they can use it to support their child's progress at home and pass it onto other professionals. The childminder does not fully support young children with learning how to speak. She does not encourage them to speak without a comforter in their mouth. This restricts children from having the opportunity to learn the correct way to say words when the childminder talks to them during their play. Children from a young age gain in confidence. They are happy to link to

other adults to show them what they are doing in their play.

p.3

Personal development, behaviour and welfare are inadequate

There are weaknesses in the childminder's safeguarding measures. Nevertheless, some aspects of children's well-being are suitably promoted. The childminder encourages children's social skills in relation to using manners and developing their independence. She organises the premises so that all areas are safe and clean, and she encourages children to learn about healthy lifestyles. Children take part in daily exercise and enjoy healthy snacks. They follow hygiene routines. The childminder gathers information from parents and carers about children's needs. She keeps parents updated daily on how children have spent their day.

p.3

Outcomes for children are inadequate

Outcomes for children are not good enough. They do not make good progress in their learning due to weaknesses in the childminder's knowledge and practice, and they are not fully prepared for school. Some activities do help children to develop skills. For example, they learn how to dress and undress themselves ready to be able to do it themselves at school. They take part in art activities that promote their mark-making skills.
