Effectiveness of the leadership and management Requires improvement Quality of teaching, learning and assessment Requires improvement Personal development, behaviour and welfare Requires improvement Outcomes for children Requires improvement

p.1

This provision requires improvement. It is not yet good because:

 Staff do not consistently track children's progress well enough to make sure they always identify precisely what children need to learn next.  Staff do not always encourage parents to share information about what their child already knows and can do to help inform the assessments of children's progress. They do not give parents the support they need to guide their children's learning at home.  The key-person system is not yet fully effective. Staff do not gather enough information about children to help them quickly build strong, nurturing relationships which support their positive well-being.

p.1

It has the following strengths

 The new management team is motivated and committed to making improvements to the nursery in order to raise standards. They are aware of the areas where improvement is needed and are working hard to address these.  Children behave well. Staff are positive role models. They support children to understand how to be kind to each other and how their actions can hurt or upset others.  Children are supported to be independent. For example, they are encouraged to look after their own care needs and to be independent at mealtimes.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage the provider must:

p.2

Due Date

 improve the assessments of children's progress so staff consistently identify accurate next steps for children's learning 14/10/2016

p.2

Due Date

 develop the key-person role so staff have a better understanding of each child and are more able to help them quickly develop strong attachments and feel nurtured. 14/10/2016

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 involve parents in the assessment of children's progress and support them more effectively to guide their children's learning successfully at home.

p.2

Inspection activities

 The inspector observed how staff interact with children in all areas of the nursery and outside.  The inspector observed children taking part in a range of activities indoors and outside.  The inspector completed a joint observation with managers of the nursery.  The inspector looked at a range of documents including self-evaluation, planning and progress records and evidence of the suitability of staff.  The inspector took account of the views of one parent spoken to on the day and opinions expressed in written testimonials.

p.2

Effectiveness of the leadership and management requires improvement

The new management team has clear plans to improve the nursery. However, the nursery provision requires improvement because some significant areas of weak practice have still to be fully addressed. Arrangements for safeguarding are effective. All staff are aware of their responsibility to protect children's welfare and know the procedures to follow if they are concerned about a child. Managers have developed links with other professionals. They share information well and work together to provide a consistent approach to meeting some aspects of children's individual needs. The management team tracks the progress that different groups of children are making. They use this information effectively to ensure any differences in rates of progress are identified. Staff have regular supervision meetings. They are supported to identify their individual training needs and to improve some aspects of their personal effectiveness.

p.3

Quality of teaching, learning and assessment requires improvement

Staff do not identify children's next steps in learning well enough. As a result, the activities they plan are not targeted precisely enough on helping each child make as much progress as they can. Staff plan a range of activities which interests children. For example, children enjoy exploring their reflections in a mirror as they create a portrait of themselves. Additionally, children are encouraged to select what they want to play with. They have free access to a range of activities and toys. This helps them to become independent in their learning. Staff encourage older children to use mathematical language when they talk about the days of the month. Staff support children to explore their senses. For example, they help younger children enjoy exploring temperature and texture as they play with the cornflour.

p.3

Personal development, behaviour and welfare require improvement

The key-person role is not yet fully established. Staff do not always gather enough information to ensure the emotional needs of children are recognised and planned for as quickly as possible. In addition, weaknesses in the assessment and planning arrangements mean that children do not make as much progress as possible in their personal, social and emotional development. However, children are supported to develop healthy lifestyles as they investigate the impact exercise has on their bodies. Children are encouraged to explore different cultures and to identify similarities and differences in the people they meet. Staff provide children with a range of toys and activities that helps them to understand and value diversity. Staff treat children with respect. They listen to them and respond well to children's thoughts and ideas. This helps children to feel valued and to develop their self-confidence and self-esteem.

p.3

Outcomes for children require improvement

Weaknesses in the assessment of children's progress and in the key-person role have a negative impact on the progress children make from their starting points. That being said, children do learn a range of skills that helps prepare them for their future learning. They are gaining the confidence they need to become independent. For example, children learn to assess risk and find solutions to problems they come across.
