p.1

This provision is inadequate

 The manager has failed to ensure that the overall quality of the setting has improved sufficiently since the last inspection. Gaps in her knowledge and understanding of the legal requirements compromise children's well-being and safety. Ofsted has not been notified of the persons who are part of the committee.  The manager does not carry out effective risk assessments and at times, staff are not deployed well enough to ensure children are supervised appropriately. The premises are not always secure enough to ensure children's safety. In addition, there are other service users in the building and no steps have been taken to minimise any potential risks they may pose.  The manager has not ensured that all required information and records are accessible and available for inspection.  Key persons do not always work closely with the school to ensure that all aspects of children's experiences meet their individual needs. They do not always provide a wide

enough range of activities that consistently engages, challenges and motivates children.  Food provided is not healthy and nutritious.  Staff do not have regular supervision meetings as part of their performance management. They do not benefit from effective coaching and support to enable them to build on their knowledge and skills.

p.1

It has the following strengths

 Staff give children opportunities to be physically active and to enjoy playing ball games. Children enjoy greeting their friends as they arrive at club and they play well together.

Inspection activities

 The inspector had a tour of the club's facilities with the manager.  The inspector observed the children engaged in a range of play experiences.  The inspector looked at relevant documentation, including policies, risk assessments and some basic evidence of the suitability of staff.  The inspector spoke to members of staff, a small selection of parents, and children during the inspection and took account of their views.

p.3

Effectiveness of the leadership and management is inadequate

The manager has not taken effective action to address all weaknesses that were raised at the last inspection. The arrangements for safeguarding are not effective. The manager has failed to identify the potential risks that other users accessing the premises could pose on children's welfare and safety. At times, the deployment of staff is poor. Risk assessments have not been carried out to ensure measures are put in place to minimise any potential hazards to children. Self-evaluation is not accurate and is not being used effectively to drive forward continued improvement. This impacts negatively on the overall quality of the provision. Newer staff are not receiving appropriate opportunities to support their professional development. Some information with regards to the arrangements for recruitment and vetting of staff is not held on site, so it is not possible to verify that the suitability of staff has been fully ascertained. Ofsted has not been notified about all of the

people who make up the management committee. Therefore, suitability checks have not been completed. Although committee members do not work directly with the children, they are privy to children's information and make important decisions about how the club is managed and run.

p.4

Quality of teaching, learning and assessment is inadequate

The poor deployment of staff impacts on some children's experiences and puts children at risk. Staff do not recognise when children would benefit from their interaction, to provide stimulating and challenging experiences. The range of equipment out for children to access is poor and children do not stay focused or engaged in any activities for very long. This means they wander and run around chasing each other. Activities that have been planned, such as baking, are unorganised and children spend long periods of time watching and waiting. When they do eventually take part, there is little opportunity for children to become very involved and challenged. Parents are complimentary about the club and feel their children are happy and enjoy attending. They feel they are kept well informed about the activities provided. However, some children comment that at times they are bored. The manager reports that key persons have been allocated and that there

is a basic exchange of information between the setting, parents and school staff. However, key persons do not focus sufficiently on identifying what children already know and can do or what they are learning in school, in order complement and build further on this.

p.4

Personal development, behaviour and welfare are inadequate

Risk assessments have not been carried out to identify areas were children's welfare and safety are compromised. For example, the gate at the end of the play area is unlocked and the premises are not secure. This compromises children's safety as children play outdoors unsupervised for periods of time. Children are able to leave the premises without the staff being aware. In addition, unknown persons can easily access the premises. Children's good health is not promoted well enough because they are only offered jam sandwiches or toast every day and they are not being offered healthy, nutritious snacks. Some children enjoy playing ball games and staff join in to support them in their play. Children build on their physical skills and learn to negotiate and make decisions about their games. Overall, children are happy and enjoy socialising with their friends. Children are learning to be respectful of others around them. They show that they value others'
