Norma Welsby

Due to the serious and widespread concerns identified at the recent full inspection, this home has been subject to a restriction preventing any other children being admitted to the home. The purpose of this monitoring visit was to review what steps the registered manager has taken to address the shortfalls and to consider what changes have been made to staff practice to ensure the safety and welfare of children.

p.2

Norma Welsby

Inspectors found no evidence of concerning or dangerous practice during this visit. The registered manager has started to address the shortfalls identified at the last inspection. There have been no significant incidents, missing from home incidents or physical interventions since the last inspection; this in part is attributed to there only being one young person in placement. The young person provides very little challenge to the staff group.

p.2

Norma Welsby

The registered manager has devised an action plan that addresses some of the concerns raised at the last inspection. Some significant practice issues are not explicitly addressed in the action plan and require further attention. For example, recommendations made in respect of the registered individual by the local authority designated officer prior to the last inspection have not yet been fully met. The registered manager has taken steps to provide specialist training to address one area of concern.

p.2

Norma Welsby

The registered manager has reviewed the staffing arrangements and is taking steps to employ a suitably qualified deputy manager. Shift patterns have also been reviewed, and the registered manager is hopeful that the proposed change brings a level of consistency of care and closer scrutiny of practice. The registered manager was able to evidence increased practice challenge that has, in the past, been absent.

Ofsted will undertake a further full inspection of this children’s home and the requirements made at the last inspection will be assessed at that point.
