Inspection activities

 The inspector observed children playing.  The inspector spoke with the childminder about the steps she has taken to improve her practice and how she has reflected on her provision since the last inspection.  The inspector spoke with the childminder about how she plans for children's learning and her understanding of the learning and development requirements.  The inspector sampled the childminder's documentation and children's records.  The inspector spoke with one parent and discussed with the childminder her partnerships with parents and others who share the care and learning of the children attending.

p.3

Effectiveness of the leadership and management is inadequate

The childminder has a poor understanding of her role. She has failed to evaluate her practice effectively or update her skills appropriately. Safeguarding is ineffective. The childminder does not have a secure understanding of how to report any concerns about a child's welfare to the appropriate authorities. The childminder does not understand the importance of the safe use of mobile phones in her setting or ensure visitors know and follow this to keep children safe. The childminder fails to support children's privacy adequately. For example, she allows young children to play for long periods in her over- looked garden without their clothes and lets them use the potty while she has visitors present. The childminder fails to obtain parents' written consent for administering children's medication and does not keep a record of when she has administered medicine. These weaknesses compromise children's health, safety and well-being.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder does not understand the learning and development requirements sufficiently. She has poor teaching and interaction skills, and is unable to meet children's individual learning needs. For example, when children told the childminder they were making hand prints, she did not talk to them to support their learning experience further or to introduce other areas of learning. The childminder does not know how to monitor children's achievements or observe and assess their development from their starting points. This was a weakness raised at her previous inspection that has not been sufficiently addressed. The childminder has established some relationships with parents and speaks to them daily. However, she has not created partnerships with others who share the care of children to offer consistency in children's care and learning.

p.4

Personal development, behaviour and welfare are inadequate

The weaknesses identified in safeguarding have a significant impact on children's welfare and safety. The childminder does not support children's health adequately, which was also raised as a weakness during the last inspection. She does not take adequate steps to limit the risk of cross-infection. For example, when applying sun protection to different children, she does not follow adequate hygiene procedures. The childminder supports equality and diversity appropriately; for example, children show respect to each other and behave well. They have opportunities to understand similarities and differences between themselves and others, for example, through experiences in their local community.

p.4

Outcomes for children are inadequate

Children do not develop good communication and language skills. For example, they receive little support from the childminder to encourage them to talk about what they are doing or to build their vocabulary. Children do not develop the skills they require to support them in their next stages of learning. They are not challenged enough or interested to stay engaged in their play. For example, children play with water, but are easily distracted as resources to help them experiment and explore are limited.
