p.1

This provision is inadequate

 The arrangements for safeguarding and promoting children's welfare are not good enough. Children are exposed to a number of hazards, both indoors and outside, which does not assure their safety.  Risk assessments are ineffective. This means hazards are not always clearly identified or swiftly addressed, compromising children's safety and well-being.  Staff recruitment and vetting procedures are not robust. Records to confirm the suitability of staff are inconsistent. This does not assure parents that children are cared for by suitable adults.  Staff do not consistently maintain accurate records about children's hours of attendance. This does not promote the safe management of the nursery.

p.1

It has the following strengths

 Staff demonstrate a secure understanding of how to successfully promote children's learning and development. This helps children, including those who have special educational needs or disability, to enjoy their time at the nursery and make good progress.  Partnerships with parents are good. Staff involve parents well in their children's learning. Parents report that staff are really friendly and children's progress reports are very helpful and thorough.  Regular audits, action plans and the board are good examples of how staff demonstrate a strong drive to improve.

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

Inspection activities

 This inspection was carried out as a result of a risk assessment, following information received about the provider.  The inspector observed the quality of teaching during activities and assessed the impact this has on children's learning.  The inspector completed a joint observation with the manager.  The inspector held a meeting with the manager. She looked at relevant documentation, such as risk assessments and evidence of the suitability of staff working in the nursery.  The inspector spoke to a small selection of parents during the inspection and took account of their views.

p.2

Effectiveness of the leadership and management is inadequate

This inspection was prioritised by Ofsted following concerns received about children's safety. The inspection found poor procedures for assessing and managing risks. Not all hazards are clearly identified or promptly addressed. For example, several damaged radiator covers and broken pieces of wood in the garden are risks to children's safety. Staff recruitment and vetting procedures are not secure. There are gaps in the records to demonstrate that staff are suitable for their role. Also, children's attendance records are not accurately maintained. Consequently, the arrangements for safeguarding are ineffective. Sufficient numbers of staff are deployed to care for the children and they are well qualified. This has a positive impact on children's learning. The manager robustly monitors the quality of teaching and learning. Regular supervision and peer observations of practice help to maintain good standards of teaching. Robust procedures are in place to

check staff's knowledge of child protection procedures. This ensures staff know how to recognise and report any concerns.

p.3

Quality of teaching, learning and assessment is good

The quality of teaching is good. Key persons know children well. They accurately assess children's skills and plan fun activities to promote their next steps in learning. Children's progress is closely monitored. This helps staff to identify any gaps in children's learning and provide more targeted support if needed. Staff successfully involve parents in children's learning in a variety of ways. They share resources for parents to support children's learning at home. They also invite parents into the nursery, for instance, for play days and campfire breakfasts. Parents' evenings and progress reports help to keep parents well informed of their children's ongoing development.

p.3

Personal development, behaviour and welfare are inadequate

Weaknesses in leadership and management have a negative impact on children's welfare. Children are exposed to hazards, compromising their safety. Despite this, staff supervise the children well, helping to reduce the likelihood of accidents. Staff foster close and supportive relationships with the children. Parents say key persons are, 'Very good and children have strong attachments to them'. This contributes to promoting children's emotional well-being. Nutritious food is provided by an external company. Staff reinforce positive messages about good behaviour and healthy eating. They promote exercise and provide regular opportunities for children to enjoy active play in the garden.

p.3

Outcomes for children are good

The majority of children, including those who receive funding, make good progress from their starting points. Children engage well in the good range of activities on offer. Young children enjoy messy activities, such as exploring in shaving foam. Toddlers show much excitement when they dance to music and move their bodies in different ways. Pre-school children listen well to stories and enjoy games that challenge their memory and problem- solving skills. They wait patiently to serve themselves at lunchtime, promoting their independence and supporting their readiness for school.
