This provision requires improvement. It is not yet good because:

 The committee has not provided Ofsted with the necessary information to ensure full suitability checks are completed for all members.  The manager has not yet fully developed effective systems to enable staff to reflect on their daily practice and to share their ideas and suggestions.  The manager does not always encourage parents to regularly share their views and feedback to support the self-evaluation process.

p.1

It has the following strengths

 Staff complete risk assessments to ensure the premises are safe and secure. They implement a good range of policies and procedures. Staff are deployed well in the setting and effectively supervise children at all times.  The manager and staff continue to deliver the learning and development requirements of the early years foundation stage. This helps all children to make good progress and gain a wide range of skills that supports their learning at school.  Children are provided with a good selection of exciting and motivating experiences to help them to remain engaged and interested. Staff encourage children to be creative and express their own ideas, for example, children thoroughly enjoy making marks and mixing colours during a painting activity.  Staff successfully promote good health and hygiene. Children follow handwashing procedures, understand the importance of dental health and participate in healthy

eating activities. In addition, staff provide children with nutritious snacks and ensure they have daily opportunities for active play.

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

 ensure that Ofsted is provided with the necessary information to complete full suitability checks on all committee members. 15/09/2016

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 enhance performance management systems so staff have more opportunities to be reflective and to share best practice  seek regular feedback from parents to inform self-evaluation and help to drive future improvement.

p.2

Inspection activities

 The inspector viewed all areas of the setting accessed by children.  The inspector carried out a joint observation with the manager.  The inspector observed play and learning opportunities for children and spoke to staff members in the setting.  The inspector carried out an interview with the manager and looked at and discussed a range of policies and procedures.  The inspector checked evidence of suitability and qualifications of staff working with children, the provider's self-evaluation form and improvement plan.

p.2

Effectiveness of the leadership and management requires improvement

The committee has failed to provide Ofsted with necessary information to complete full suitability checks. However, all committee members have a Disclosure and Barring Service check and have no contact with children in the setting. Even though this is a breach of requirements, there is no significant impact on children's safety and welfare. The arrangements for safeguarding are effective. Staff have a good understanding of child protection procedures and are able to discuss possible signs and symptoms of abuse. The manager and majority of the staff team are well qualified and attend relevant training to update their skills and knowledge. However, performance management systems are not yet sufficiently targeted to enable staff to evaluate and reflect on their daily practice. The manager has devised action plans to identify current strengths and areas for future development. However, she does not always consider the views of parents to support this

process and enable her to use their contributions to maintain continuous improvement.

p.3

Quality of teaching, learning and assessment is good

Staff interactions with children are good. Staff involve children in meaningful conversations, ask effective questions and encourage them to think and respond for themselves. This helps to support children's communication and language. Children develop a good understanding of the wider world and the community in which they live. Staff arrange regular visits from people in the local area, including the fire service, police officers and a veterinary nurse. Children's mathematical development is successfully promoted, for example, staff talk about colour, size and shape as children build models and structures with construction materials. Staff have established strong links with the host primary school and share relevant information with teachers. This helps to create a complementary approach to children's learning and development. Generally, partnerships with parents are successful. Staff ensure parents are kept informed about the setting and

their children's activities and daily routines.

p.3

Personal development, behaviour and welfare are good

Children have access to a good range of resources that supports them to make independent choices. They are encouraged by staff to take responsibility and complete small tasks. Staff create a fun, friendly and welcoming environment, where children are happy, settled and relaxed in their surroundings. Children form positive relationships with staff and their peers. This makes a strong contribution to children's well-being. Staff involve children in group activities to support their personal, social and emotional development. Children's behaviour is very good. They listen attentively to instructions and guidance from staff. Children of all ages play cooperatively together. They are polite, well mannered and confident. Staff arrange regular outings for children during school holiday periods, such as visits to the local park, farm and museums. These opportunities help children to try new experiences and enhance their physical skills.
