This provision is inadequate
Recruitment and vetting procedures are not robust. The provider has not ensured that each member of staff has a current Disclosure and Barring Service check in line with requirements and current guidance. Planning to support and extend children's learning in the outdoor environment is not as effective as possible. Staff, sometimes, miss opportunities to extend children's critical-thinking skills further during activities and discussions.
p.1
It has the following strengths
The provider and managers display a clear commitment to making ongoing improvements to the pre-school. Since the last inspection, they have implemented positive changes and worked hard to address the previous actions and recommendations. Children's independence is promoted well. They have lots opportunities to develop their self-help skills through daily routines and activities. Children display confidence and enjoy helping with simple tasks. The manager now has effective systems in place to monitor the quality of staff's observations and assessments. This has had a positive impact on staff's practice and outcomes for children. The manager analyses the information gained from tracking and uses this to quickly identify any gaps in children's learning. Partnerships with parents are good. Staff share high-quality information with parents about children's learning and development. They encourage them to share information

Inspection activities
The inspector observed the quality of teaching during activities indoors and outdoors and assessed the impact this has on children's learning. The inspector completed a joint observation with the manager. The inspector held a meeting with the manager and the deputy manager. She looked at relevant documentation, such as the nursery's self-evaluation and evidence of the suitability of staff. The inspector spoke to two parents during the inspection and took account of their views.
p.2
Effectiveness of the leadership and management is inadequate
The arrangements for safeguarding are not effective. The provider has failed to implement thorough recruitment and vetting checks on all adults working at the pre-school. This compromises children's safety. Staff demonstrate an understanding of how to report and act on child protection concerns. The manager ensures all staff attend safeguarding training and provides them with regular updates about guidance. Since the last inspection, the managers have worked closely with the local authority advisors to evaluate and improve their practice. They have developed action plans and identified key priorities for improvement. The manager has robust systems in place to monitor the performance of staff and the quality of their interactions. Staff attend regular supervision meetings and are encouraged to undertake additional training to help support their professional knowledge and skills.
p.3
Quality of teaching, learning and assessment is good
Staff are well qualified and display a commitment to enhancing their knowledge and skills. They complete regular observations and, overall, plan a wide range of activities to support children's interests and next steps in learning. Tracking information is shared regularly with the manager to help ensure children make good progress in their learning. Staff provide parents with regular progress summaries and discuss strategies to support children's learning at home. They collect good quality information from parents when children first start the pre-school and include them in initial assessments. Staff engage well with children during activities and, generally, provide good opportunities for discussion. They model language and ask children simple questions to help extend their communication skills. Children have good opportunities to develop their understanding of numbers and mathematics. Younger children enjoy taking part in a range of sensory

activities, such as sand, water and foam play.
p.3
Personal development, behaviour and welfare are inadequate
Children's welfare is not promoted effectively because the provider has failed to obtain enhanced Disclosure and Barring Service checks on all staff. The provider acknowledges this and understands what needs to be done, in order to address this quickly. Children establish positive relationships with staff and feel secure. They enjoy their time in the pre- school and engage well in activities. Staff are good role models and provide clear guidance about rules and boundaries. They use positive praise effectively to support children's self- esteem and confidence. Children learn about healthy lifestyles and are provided with nutritious meals and snacks. They enjoy serving themselves at mealtimes and display good independence skills. Generally, children have good opportunities to access outdoors on a daily basis and develop their physical skills. The deputy manager works with other professionals to assess and support children's individual needs and progress.
p.3
Outcomes for children are good
Children make good progress based on their starting points. Staff help to prepare them well for their next stage in learning and eventual move to school. They encourage children to identify their names and discuss different letters and sounds. Additional funding, such as early years pupil premium, is used well to enhance the environment and narrow the gaps in some children's learning.
