This provision is inadequate
The childminder has failed to maintain her professional development to ensure she has appropriate knowledge of current legislation. Children's learning and development are compromised as the childminder does not assess, monitor or track their progress rigorously enough to identify emerging gaps in learning, or their stages of development. The childminder has failed to obtain a data protection licence. This puts herself and children at risk when she is using online technology and social media to communicate with parents. Risk assessments do not include all aspects of the environment and minimise risks to very young children, and there are occasions when these children are left unsupervised. The childminder has failed to keep a record of all children's details, including their dates of birth and home addresses. The childminder does not focus her teaching on supporting children's language development and communication. This means gaps are appearing in their learning.
p.1
This provision is inadequate
The childminder does not successfully use reflection or include the views of parents to help identify areas of improvement in order to bring about positive change and raise the quality of teaching. The childminder does not extend children's interests, which hinders ongoing progress.
p.1
It has the following strengths
Children are happy and confident in the childminder's care. They have built positive bonds with her. The childminder has a well-resourced outdoor play area and playroom for children to access.

use self-evaluation and reflection with greater purpose to help identify areas for development and to include the views of parents be more alert to children's interests and utilise activities that children show an interest in to enhance their learning opportunities and development.
p.2
Inspection activities
The inspector observed the quality of teaching during activities indoors and outdoors, and assessed the impact this has on children's learning. The inspector held discussions with the childminder at appropriate times during the inspection. The inspector looked at relevant documentation, such as policies, procedures, children's documentation and portfolios. She also checked evidence of the suitability of the childminder. The inspector viewed areas of the home used for childminding.
p.3
Effectiveness of the leadership and management is inadequate
There are significant weaknesses in leadership and management. Systems for monitoring the provision have failed to identify areas for improvement and are not effective at bringing about positive change. Despite being qualified, the childminder does not use her knowledge well to teach children and she has not kept herself up to date with changes to legislation that affect her practice. Arrangements for safeguarding are ineffective. Although the childminder is aware of the procedures to follow should she have a concern about a child's welfare, she does not do enough to maintain their safety while in her home. Risk assessments are not effective at identifying risks. There are no safety measures in place to minimise risk, such as to prevent young children and babies accessing the stairs and entering the kitchen unsupervised. There are also occasions when children are left unsupervised by the childminder and cannot be seen or heard by her.
p.4
Effectiveness of the leadership and management is inadequate
Children are put at additional risk as the childminder does not have a data protection license, although she regularly uses technology and social media to communicate with parents and carers. The childminder does not have complete records of children's details before they start in her care. This means in the event of an accident or emergency, she cannot provide full details of children to relevant services or agencies, therefore putting children at risk.
p.4
Quality of teaching, learning and assessment is inadequate
Children's ongoing development is not effectively planned for. Next steps in learning are identified but not used to focus activities. Observations are recorded, however, they are not used to support children's future learning or development or to plan activities that help them to make progress. The childminder has not maintained tracking to identify stages of development, therefore emerging gaps in their learning have not been identified. This hinders children's progress. However, the childminder has plans in place to complete the required progress check for children between the ages of two and three years. Children's language and communication skills are not supported well enough. The childminder has little verbal or physical interaction with children, which impacts on their development and acquisition of language. Children's interests are not always noticed and therefore are not extended to enhance learning and development. Children have ample resources to choose
p.4
Personal development, behaviour and welfare are inadequate
Children's well-being is compromised because safeguarding in inadequate. Children have developed attachments with the childminder and are happy to be in her care. They enjoy regular outdoor opportunities that support their physical development. Children are beginning to display positive behaviour and are starting to understand rules. They are offered a balanced diet and given plenty of water to drink.
p.4
Outcomes for children are inadequate
Weaknesses in the provision have a direct impact on outcomes for children. This means they are not supported to make the best possible progress. They are developing some skills they will need for future learning, such as independence.
