This provision is inadequate

 The childminder does not implement robust policies, procedures and records to safeguard children and promote their welfare. She has also failed to check that she holds public liability insurance. This means her setting is not managed safely or efficiently.  Arrangements for safeguarding children are not good enough. Children are not fully protected because the childminder has gaps in her knowledge of child protection policies and procedures.  Assessment and the monitoring of children's learning are ineffective. This means children do not make good progress and parents do not receive good quality information about their child's development.  Procedures for carrying out the progress check for children aged between two and three years are not secure enough. This makes it difficult for the childminder to provide parents with an accurate view of their child's progress.  The childminder does not evaluate her practice or seek opportunities to improve her

p.2

 develop ways to evaluate practice and increase knowledge and skills, so that good quality provision is continually maintained.

p.2

Inspection activities

 The inspector observed the quality of teaching during activities and assessed the impact this has on children's learning.  The inspector completed a joint observation with the childminder.  The inspector looked at the documents made available, such as contracts with parents and evidence of the suitability of adults living on the premises.  The inspector took account of feedback from parents.

p.2

Effectiveness of the leadership and management is inadequate

The arrangements for safeguarding are ineffective. This compromises children's safety, welfare and learning. Robust policies, procedures and records to safeguard children and promote their welfare are seriously lacking. For example, the childminder is unsure how to manage complaints effectively. She does not keep a daily record of children's hours of attendance. She has no system for recording children's accidents and her procedures for administering medication are poor. Further, she does not carry public liability insurance. The childminder has recently updated her first-aid training, but she has not kept her safeguarding knowledge and training up to date. Consequently, her knowledge of Local Safeguarding Children Board procedures is not secure. This has an impact on her ability to respond appropriately to concerns about children's welfare. The childminder does not rigorously reflect on her practice, which makes it difficult for her to make and sustain

p.3

Quality of teaching, learning and assessment is inadequate

The childminder does not accurately assess children's skills on entry, so that she can identify a clear starting point in their learning. Also, she does not robustly assess and monitor their ongoing development. Further, the childminder does not fully understand her responsibility to carry out the progress check for children aged between two and three years. This is because she is unclear what this involves. This does not support children to be ready for their next stage of learning. It also does not enable parents to see the progress children have made and any areas where their child's progress is particularly strong or less than expected. The childminder demonstrates some sound teaching skills when she interacts with the children. For example, when they play together with the train track, the childminder guides children's play and asks purposeful questions. She provides resources that capture children's interest and promote their enjoyment, such as catching

p.3

Personal development, behaviour and welfare are inadequate

Weaknesses in leadership and management have a negative impact on children's welfare. The childminder meets children's basic care needs appropriately. She promotes a healthy lifestyle and encourages parents to provide a healthy packed lunch for their child. Children play outside in the garden. They help to take the dog for a walk and they enjoy trips to the local park. This contributes to their health and well-being. The childminder promotes positive behaviour and praises children for their efforts, which boosts their confidence. Parents say children love being with the childminder and they have fun together, for example, face painting or picking strawberries.

p.3

Outcomes for children are inadequate

Outcomes for children are not good enough. Their health and well-being are compromised due to significant weaknesses in the childminder's practice. Children do not make good progress in their learning due to gaps in teaching. Despite this, children are happy at the setting and they enjoy positive attachments with the childminder and her family.
