p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The provider has a weak knowledge of the requirements. He has not ensured that all staff know the indicators that a child may be at risk from harm. The manager undertakes the required checks on staff prior to employment to ensure that they are suitable. The provider does not ensure that the manager adequately monitors staff practice or provides them with adequate support to improve the quality of teaching. The manager fails to check children's progress to identify gaps in their learning. Self- evaluation is weak. The provider and manager do not identify weaknesses in practice or plan to improve outcomes for all children. Assessments of children's progress are irregular and inaccurate, and staff do not complete the required progress check for children at age two years to share with parents. Staff do not work closely enough with other professionals to provide effective support for those children who need help to make typical progress.

p.4

Effectiveness of the leadership and management is inadequate

Although all staff are qualified, they do not use their knowledge to help children make the progress they should. The quality of the provision has deteriorated since the last inspection.

p.4

Quality of teaching, learning and assessment is inadequate

Staff do not understand the new planning arrangements to enable them to support learning adequately. Not all staff know what their key children need to learn next or understand how to extend their development. In particular, children do not receive the support they need to develop their mathematical skills in readiness for school. Staff interactions with children are often poor. They do not always listen to children, encourage their language development, or support their social skills adequately. For example, when sitting at the lunch table, staff complete paperwork or sit silently, without communicating with children. Staff do not encourage parents to share their children's development at home, or provide them with regular information about their children's progress.

p.4

Personal development, behaviour and welfare are inadequate

Staff's limited knowledge of all aspects of safeguarding puts children's safety at risk. Staff fail to identify and remove risks to children. In the garden, staff do not check that sand and bark areas are clean. There are nettles where children play. Staff do not consider the risks to children in the nursery. For example, children can easily access the stairs without adults knowing, children play near electric fans and get dirty feet when using the stairs. The key-person system is not effective. Staff do not always work with their key children to help them feel secure. In the main, most children behave well and respect others.

p.4

Outcomes for children are inadequate

Children who require additional help with their speech and language are not supported effectively by staff. Ineffective teaching results in children's lack of motivation. For example, children wander around aimlessly deciding what to do and staff do not notice. Staff do not encourage their involvement in positive learning experiences.
