Effectiveness of the leadership and management Requires improvement Quality of teaching, learning and assessment Requires improvement Personal development, behaviour and welfare Requires improvement Outcomes for children Requires improvement

p.1

This provision requires improvement. It is not yet good because:

 The quality of teaching in the room for two- to three-year-old children is weak. This means that the children are not always sufficiently challenged in their learning and development.  Information gained from observations and assessments of the younger children is not always used effectively. Staff do not consistently plan and provide activities to promote children's next steps in learning.  Staff working with children under three years old are not always deployed effectively. This means that there are times when staff are not effectively promoting children's learning.  The monitoring of the educational programme and staff teaching practice is not robust enough. The management team has identified that staff are not always effectively observing, assessing and planning for younger children's learning. However, this has not been addressed in a timely way.

p.1

It has the following strengths

 Teaching in the pre-school room is consistently strong and some is outstanding. Staff in this room are highly experienced and show a genuine passion and commitment in improving outcomes for these children.  Excellent links have been made with the local schools that children go on to attend. Staff in the pre-school room benefit hugely from sharing good practice with other early years professionals.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage the provider must:

p.2

Due Date

 provide effective supervision, coaching and training for staff working with children aged two and three years and improve the quality of teaching so that children are consistently challenged and they make good progress in their learning 30/09/2016

p.2

Due Date

 use information gained from observations and assessments of younger children's learning and development, in order to consistently plan challenging experiences for individual children 30/09/2016

p.2

Due Date

 ensure staff are deployed effectively to consistently provide good quality learning experiences for all children. 30/08/2016

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 make better use of the monitoring of the educational programme and staff practice to ensure staff are consistently using observations, assessments and planning processes to provide challenging activities and experiences that extend learning for all children.

p.2

Inspection activities

 The inspector observed the quality of teaching during activities indoors and outdoors, and assessed the impact this has on children's learning.  The inspector completed a joint observation with the nursery manager.  The inspector held a meeting with the nursery manager, senior management and chair of governors.  The inspector looked at relevant documentation, such as the nursery's policies and procedures, training certificates and evidence of the suitability of staff working in the nursery.

p.2

Effectiveness of the leadership and management requires improvement

Improvements identified by the senior leadership team and governors have not been addressed in a timely way. The monitoring of the educational programme and staff practice is not successful and has not identified weaker teaching practice. In addition, some staff are not effectively using the processes in place for observing, assessing and the planning of younger children's learning. However, the senior leadership team shows a drive and determination to move forward. They have followed robust recruitment procedures and have recently put in place a highly qualified staff team. Arrangements for safeguarding are effective. Staff have a sound knowledge of the possible signs of abuse. They know what action to take if they have any concerns about a child's welfare.

p.3

Quality of teaching, learning and assessment requires improvement

Staff working with children aged two to three generally join in with children's play and occasionally offer good support and encouragement. However, children's emerging needs and interests are not consistently promoted as staff in this area do not always support and extend their play. The quality of teaching is variable within the nursery. In the pre-school room staff engage very well with the children. They provide children with innovative activities and experiences that stretch and challenge children's learning in all areas. However, staffing arrangements for those working with younger children are not effective enough. Occasionally, staff do not spend enough time teaching children and supporting their learning. Information gained from observations and assessments of younger children, is not used effectively to plan activities that consistently focus on the next steps in children's learning. This means that younger children do not make enough progress.

p.3

Personal development, behaviour and welfare require improvement

Staff working with the younger children spend prolonged periods of time engaged in care routines. This results in occasions where these children are not provided with good enough learning opportunities that keep them motivated and interested. Staff in the pre- school room offer lots of positive praise and recognition for children's efforts and achievements. Children enjoy regular opportunities to be physically active. Older children have opportunities to take part in movement sessions in the college dance studio. Children generally behave well and show care and respect to other children and staff. They develop an understanding of how to keep themselves safe. Children know they have to wear sun hats and sun cream before playing outside in the hot sun.

p.3

Outcomes for children require improvement

Weaknesses in teaching mean that younger children do not make good enough progress in their learning. However, they are developing the basic skills they need for school. Staff in the pre-school room provide children with opportunities to learn through first-hand experiences. For example, children care for the plants in the garden. Older children are making very good progress and are acquiring the skills required for their future learning, such as starting school.
