This provision is inadequate

 Leadership and management is weak. The childminder has not fulfilled her responsibilities to ensure that all the requirements of the Statutory framework for the early years foundation stage are met.  Children are not as safe as they could be. The childminder has allowed people whose suitability has not been checked to have unsupervised contact with children being cared for.  The childminder has not ensured that the premises, in particular the outdoor area is fit for purpose. There are a significant number of hazardous items within children's reach. Therefore, children are at risk of harm.  The childminder has not taken reasonable steps to ensure children are not exposed to risks. Risk assessments are ineffective as they are not completed.  Records are not maintained or made easily accessible or available. This includes information about the children and a daily record of the names of the children being

cared for and their hours of attendance.  Children do not make good progress because the childminder does not offer suitable activities across the seven areas of learning, and assessment is not used effectively to support learning  Resources are not organised effectively.

p.1

It has the following strengths

 The childminder works flexible hours to meet the needs of parents.

p.2

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

 ensure that equipment used for babies to sleep in is suitable for that purpose.

p.2

Inspection activities

 Her Majesty’s Inspector (HMI) looked at a range of documentation including information about the child, records of the progress children have made and evidence of the suitability of any person who lives or works on the premises where childcare is provided.  HMI held meetings with the registered provider, and spoke to children at appropriate times during the inspection.  HMI observed the quality of teaching and its impact on children’s learning.  HMI viewed the premises and resources used by children.

p.3

Effectiveness of the leadership and management is inadequate

Leadership and management is weak. Action taken on previous concerns raised has not been maintained. This includes: information and records kept on children, a daily record of the names of children cared for and their hours of attendance, and the completion of risk assessments. There are several breaches of the safeguarding and welfare requirements that have a significant impact on the safety and well-being of children. The premises are not fit for purpose as a result of the number of hazards in the indoor and outdoor areas. These include: containers with rain water, open bags of rock salt, and cat litter. In addition the toilet was unclean and dirty washing was strewn on the floor of the utility room. Safeguarding is ineffective. The childminder has allowed people whose suitability has not been checked to have unsupervised contact with children. The childminder has a poor understanding of the learning and development requirements. The curriculum lacks

any challenge and is not tailored to meet children’s individual needs.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder has a poor understanding of how to promote children’s learning and development. Teaching is weak. Activities are loosely planned but bear no relation to the wide age range of children cared for and their very different needs. Assessment is not used well to identify gaps in children’s learning. Therefore, children make slow progress. Expectations are not high enough. Older children watch television constantly but lack any awareness of what the programme is about. Toddlers roam around and pick up various pieces of play equipment. However, there is a lack of regular interaction and encouragement and they soon become bored. Resources are not exciting, interesting or organised effectively. Children cannot see what is inside the storage boxes and many items are out of reach or missing. For example, furniture for the doll’s house is sparse.

p.4

Personal development, behaviour and welfare are inadequate

The childminder does not show an understanding of how to support children to become successful learners. Children lack motivation and interest and their social and emotional well-being is not supported well. Children are not stimulated, babies cry constantly and spend too much time sitting or sleeping in car seats. Toddlers lack support and behaviour deteriorates. Children are not kept safe as they are left with people whose suitability has not been checked. Children develop their physical skills in the spacious garden. However, a number of hazards make this an unsafe play and learning area. Children do not learn about the importance of hygiene as they eat their lunch near open cat litter bags and the toilet is not kept clean.

p.4

Outcomes for children are inadequate

The outcomes for children are poor. Children do not develop their knowledge, skills and understanding sufficiently. Therefore, they are not well prepared for their next stage of learning. Children lack motivation and do not initiate activities or explore ideas and interests in any depth.
