This provision is inadequate
Recruitment and vetting procedures are not sufficiently robust. The provider has not ensured that each member of staff has a current Disclosure and Barring Service check in line with requirements and current guidance. Some staff lack knowledge of the setting's safeguarding policies and procedures. They are not fully aware of the appropriate procedures to follow. In particular, they do not know how to respond to any inappropriate behaviour displayed by other members of staff working with children. Staffing arrangements do not always ensure children's safety. When children choose to play in different parts of the outdoor play areas they cannot be easily seen or heard by staff. This makes it difficult for staff to supervise them appropriately at all times.
p.1
It has the following strengths
The provider, staff and volunteers have worked hard to create a fun, welcoming play environment. Children of different ages, from different backgrounds and schools, enjoy a wide range of exciting activities. Children behave well. The good settling-in procedures help them to settle quickly and understand what is expected of them. Staff involve children in the daily routines and planning of activities. Parents have a highly positive view of the setting. They comment on how friendly the staff are and how their children enjoy going there.
p.1
What the setting needs to do to improve further
To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

Inspection activities
The inspector observed the quality of activities and assessed the impact this has on children's personal development. The inspector held a meeting with the club's provider, who is also the manager. She looked at relevant documentation, such as evidence of the suitability of staff working in the club. The inspector spoke to a small group of parents during the inspection and took account of their views. The inspector spoke to staff, volunteers and children during the inspection at appropriate times and took account of their views.
p.2
Effectiveness of the leadership and management is inadequate
The arrangements for safeguarding are not effective. This has resulted in breaches of the statutory requirements which impact on the safety and well-being of children. The provider does not have effective systems in place to help determine staff suitability. She does not have a good knowledge and understanding of the current guidance about obtaining Disclosure and Barring Service checks for staff. Performance management procedures are in place to, generally, ensure consistency in practice for children. However, some staff do not have a good enough knowledge and understanding of the setting's safeguarding policy. They are unable to explain the procedures to follow if they have any concerns about the behaviour of adults caring for children. The organisation of staff does not support children's safety at all times. The layout and use of the outdoor area mean that not all areas can be seen by the staff. At times, young children play where they

cannot be seen and are not appropriately supervised by staff. The provider does implement some aspects of safer recruitment procedures. She has checked that staff have had criminal checks in the past. She checks staff's and volunteer's qualifications and identity documents. The provider also uses interviews and references to help her assess their suitability to do the job. Staff have a wide range of experience and expertise, including working in schools, nurseries and in sports coaching. Volunteers are supervised and work alongside staff to help engage children in activities. The provider actively seeks the views of parents and children to help her evaluate and improve her setting. She demonstrates a commitment to further improvement.
p.3
Quality of teaching, learning and assessment is inadequate
Weaknesses in the supervision of children mean that children's development is not consistently supported. At times, they play unobserved, without guidance from staff. When children are sufficiently supervised staff and volunteers interact well with them. Good partnerships with parents help staff to get to know them well. Staff encourage children to explore a wide range of activities, indoors and outdoors. Children are active, inquisitive learners. They search the outdoors for insects, recording their findings and using magnifying glasses to look closely at them. Children demonstrate good communication skills and creativity as they describe finding 'dancing worms'. Staff make good use of interactive computer games to reinforce children's mathematical skills. Staff and volunteers demonstrate enthusiasm for play and learning. Children are motivated by them and want to join in activities that support their all-round development.
p.3
Personal development, behaviour and welfare are inadequate
Significant weaknesses in leadership mean that children's safety and welfare cannot be assured. Staff do not have sufficient knowledge of how to ensure children's safety. Children do have opportunities to learn how to play cooperatively with children of different ages. Staff explain what activities are on offer and follow consistent daily routines. This helps children to develop confidence in the club and encourages them to make choices in their play. Children experience some healthy practices as they help themselves to fruit and water. They demonstrate understanding and independence as they automatically follow the club's hygiene routines.
