p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The childminder fails to meet her responsibility to safeguard children's welfare and does not manage risks adequately. On the day of the inspection, the childminder did not supervise young children and they were placed at significant risk of harm. She left one of them in close proximity to a hot iron while she answered the front door. Children wandered unnoticed into unsafe areas to play. For example, there was broken glass in the front door pane, and detergent sprays and oven cleaner accessible in the kitchen. The childminder has a poor understanding of obtaining required information from parents, including their addresses and emergency contact details. She does not keep a record of children's attendance and fails to make required records available for inspection, including details of children's accidents and incidents, and evidence of Disclosure and Barring Service checks for herself and her adult son. The childminder fails

p.4

Effectiveness of the leadership and management is inadequate

to evaluate her service and has a poor understanding of her role. She has not addressed the recommendations set at her last inspection so does not assess or monitor children's learning effectively. The childminder lacks commitment to make improvements and meet the statutory requirements of the early years foundation stage.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder rarely interacts with children as they play. For example, on the day of the inspection, children watched television while the childminder completed her ironing. The childminder fails to observe and assess children's ongoing development. She does not identify their next steps in learning or build on their individual interests. Any areas for which children may need additional support are not identified. The childminder does not work effectively in partnership with parents to support children's learning and extend this at home.

p.4

Personal development, behaviour and welfare are inadequate

The multiple risks in the unsafe indoor and outdoor spaces have an adverse effect on children's health and well-being. Water in paddling pools is unclean. The childminder does not ensure children use outdoor play equipment safely. For example, she allows children to go down a high slide into a small paddling pool, where they land on the hard ground. Young children do not have a comfortable space to rest or sleep. The childminder sets up a travel cot in the middle of a room that is cluttered and unsafe. Food preparation areas are strewn with rubbish and unclean. Although the childminder has maintained her first- aid qualification, she has failed to ensure the contents of her first-aid box are suitable for treating children's minor injuries.

p.4

Outcomes for children are inadequate

Children do not have stimulating or challenging learning experiences to meet their needs. Their attention is easily distracted and they lack motivation and interest. Children generally comply with behaviour expectations but do not develop their social skills. Children do not have enough opportunities to develop their listening and speaking skills and are not well prepared for their future learning and school.
