p.1
This provision is inadequate
The childminder left children in the sole care of a household member under the age of 16 years and also in the care of another childminder not registered to provide care on the premises. This significantly compromises children's safety. The childminder does not monitor security measures well enough to ensure risks are minimised and children's safety is promoted fully. The childminder does not keep a record of complaints and does not hold a public liability insurance certificate. The childminder does not keep a written record of accidents or injuries and any first-aid treatment administered. This compromises children's safety. The record of attendance does not show the hours that children attend.
p.1
It has the following strengths
The childminder provides children with clear and consistent boundaries to help develop their understanding of right and wrong. Children's behaviour is good. Children make steady progress in their learning. Young children's communication and language skills are developing well. Babies enjoy using their physical skills as they learn to walk.

Inspection activities
The inspector observed the quality of teaching during activities indoors and outdoors, and assessed the impact this has on children's learning. The inspector held discussions with the childminder and talked to children at appropriate times during the inspection The inspector looked at relevant documentation, such as a sample of policies and procedures, children's learning records and evidence of the suitability of the childminder. The inspector discussed the arrangements for self-evaluation with the childminder. The inspector took account of the views of a parent spoken to on the day of the inspection.
p.2
Effectiveness of the leadership and management is inadequate
The arrangements for safeguarding are ineffective. Children were left in the care of people who were not cleared to childmind from the premises. This significantly compromises their safety. The childminder knows which children are attending each day. However, the record of attendance does not indicate the hours that children attend. This has significant implications for safeguarding as the childminder cannot clearly confirm how many children are on the premises at any one time. The childminder is unable to verify that she holds current public liability insurance and has failed to keep a record of complaints and their outcome. Such weaknesses hinder how parents are fully informed of matters affecting the care and welfare of their children. The childminder holds a current first-aid certificate. However, she does not keep a written record of accidents and any first-aid treatment administered. This means that she is unable to identify recurring accidents and carry out

additional risk assessments if needed. This impacts on children's safety. The childminder works in partnership with parents and other early years providers. This helps promote consistency and continuity of care and learning for children. The childminder's reflection on her practice is weak and so does not help improve the service to children.
p.3
Quality of teaching, learning and assessment is good
The childminder uses the information she obtains from parents when children first start to plan activities based on their interests and what they need to learn next. She observes children to find out what they can do. Children make steady progress in all areas of learning. The childminder works closely with parents and provides a range of opportunities for them to be involved in children's learning. This helps to strengthen links between home and the setting. Children enjoy their time at the childminder's home and participate in a wide range of activities. They enjoy regular outings which contribute to them being motivated and enthusiastic learners. Babies laugh and show excitement as the childminder sings action songs. A range of books and crayons are easily accessible and help children develop an interest in reading and making marks.
p.3
Personal development, behaviour and welfare are inadequate
The childminder does not ensure children are safe because hazards in the environment are not identified and addressed. On the day of the inspection the childminder did not notice that the front door was unlocked. This means that children are not protected from unwanted visitors and can leave the premises unsupervised. Nevertheless, children feel comfortable and secure in the warm and friendly environment where they form a close relationship and attachment to the childminder and her family. The childminder regularly uses positive praise and encouragement to help promote children's self-esteem. The childminder takes children to a range of different play centres. She is vigilant in ensuring that children are well supervised at all times during these outings. Children develop an appropriate understanding of the importance of healthy eating, fresh air and exercise.
p.3
Outcomes for children are good
Children make steady progress in relation to their starting points. They are curious and keen learners who are developing good social abilities. Children are acquiring the key skills to help them with future learning and the move to school.
