Outcomes for children Requires improvement

p.1

This provision is inadequate

 The childminder does not meet the Early Years Register and Childcare Register requirements. She does not prioritise the security of her premises sufficiently to ensure children's safety at all times. A weakness in safeguarding children was raised as an action at the previous inspection. Although this aspect is now met, the childminder continues to fail to ensure children are supervised adequately.  The childminder does not assess her environment effectively to minimise all potential risks to children. She does not secure the front door to prevent unvetted adults from entering the premises or children from opening the door and having the opportunity to leave unsupervised. This significantly compromises children's safety and welfare.  Outcomes for children are not good enough. Children do not play in a safe environment and do not learn how to keep themselves safe.  The childminder fails to identify weaknesses in her practice and how these affect

It has the following strengths

 The childminder plans and arranges a variety of enjoyable outings for children.

p.2

p.2

Inspection activities

 The inspector observed the supervision and safety of the children.  The inspector toured the areas of the premises that children use.  The inspector observed children during play and assessed the impact of teaching on their learning. The inspector and the childminder jointly observed and evaluated the effectiveness of an activity.  The inspector held discussions with the childminder at appropriate times during the inspection.  The inspector sampled documentation, including children's records and the childminder's policies and procedures.

p.2

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The childminder does not meet the requirements relating to safety and does not ensure children are adequately safeguarded. She does not recognise significant hazards to children in her home. On arrival for the inspection, a group of children opened the unsecured front door to the inspector. The childminder was not supervising the children but instead called out to them, 'I hope you did not open the door', showing that she was aware that the children were able to open it without her presence. This means children's safety is at significant risk as the childminder does not ensure children cannot go outside alone, or that unauthorised adults cannot enter her home. Despite the inspector raising concerns about the lack of supervision and security, the childminder failed to secure the front door during the inspection to prevent a reoccurrence. The childminder has met the actions from the previous inspection relating to

children's safety and welfare. She has arranged for suitably checked adults to look after the children in an emergency and she keeps a record of children's attendance. The childminder understands the need to develop her professional skills to help her provide better outcomes for children. However, her process of self-evaluation is poor. She has not identified where she is still failing to supervise children effectively to keep them safe, which is detrimental to their well-being.

p.3

Quality of teaching, learning and assessment requires improvement

The childminder does not ensure children learn in a safe environment. She lacks understanding of the importance of teaching children how to stay safe on the premises. Children are confident to make choices about their play. For example, they enjoy completing puzzles, singing and sharing books together. Children learn about similarities and differences between themselves and others, and understand how to treat each other with respect. The childminder's partnership with parents is developing well. She shares information about children's progress to help support learning at home.

p.3

Personal development, behaviour and welfare are inadequate

The significant weaknesses identified in safeguarding mean children's safety and well- being cannot be assured. The childminder fails to maintain adequate levels of supervision and does not help children to learn about keeping themselves safe. For example, she does not help children to understand that they cannot open the front door when they hear the doorbell, or explain that this puts their safety at risk. Children behave well. The childminder has effective procedures to help all children settle in easily. Children learn about healthy lifestyles. The childminder provides healthy balanced snacks and lunches and encourages children to practise their physical skills.

p.3

Outcomes for children require improvement

Children do not learn in a safe environment as the premises are not secure. They do not learn enough about their own safety in relation to their surroundings. However, children learn many of the skills they need to support their future learning and eventually school. For example, they learn about mathematical language, such as naming shapes, and develop their counting skills. Children develop good communication and language skills. They move around with confidence and learn to manage some tasks for themselves.
