This monitoring visit
Ofsted inspected this home in July 2016 and judged the service inadequate, with nine requirements. Ofsted issued a compliance notice following this inspection. This notice related to the registered person’s continued failure to produce a suitable quality of care review report that includes consultation with young people and feedback from professionals and other agencies. The provider was required to address these shortfalls by 5 August 2016.
p.2
This monitoring visit
A monitoring visit took place on 11 August 2016. The purpose of this visit was to evaluate the actions taken by the provider to meet the compliance notice issued to the service on 25 July 2016.
p.2
This monitoring visit
The registered person and the acting manager have failed to take sufficient action to meet the compliance notice. The acting manager produced a quality of care review report for the period from December 2015 until June 2016. This review report does not provide an accurate assessment of the service, evaluate the strengths or weaknesses of the setting or clearly prescribe the actions required to develop the home. For example, the review of the quality of care report states that all complaints ‘have been dealt with in line with the complaints procedures’. This is inaccurate. At the last inspection, the acting manager had failed to record or address complaints raised by the community. Furthermore, the registered person did not send this report to Ofsted, as required, until 11 August 2016.
p.2
This monitoring visit
Young people’s views and opinions relating to the care that they receive are not adequately recorded or included in the review of the quality of care report. Records of young people’s meetings and individual one-to-one sessions do not demonstrate effective consultation with young people. Furthermore, the registered person and acting manager have failed to seek feedback about the service from external professionals in other agencies. This is detrimental to the development of the home.
p.2
This monitoring visit
These continued failures mean that the registered person and the acting manager do not effectively monitor the home. Reports are weak and do not highlight the strengths and weaknesses of the service or identify any patterns and trends in the home. This means that resulting action plans are inaccurate and do not support the development of the home.
p.2
This monitoring visit
Following this monitoring visit, Ofsted reissues the requirement to ensure that the registered person establishes and maintains an appropriate system for monitoring the service, in line with legislation.
p.2
