p.3

Effectiveness of the leadership and management is inadequate

Significant weaknesses in leadership and management have resulted in breaches of the statutory requirements which impact on the safety and well-being of children. The arrangements for safeguarding are not effective. Written safeguarding policies and procedures are in place and contain sufficient detail to guide staff in their practice. However, some staff cannot identify the signs and symptoms of possible abuse. They also do not have sufficient knowledge of reporting requirements should they have a concern about a child. While the provider completes appropriate Disclosure and Barring Service checks for all staff, further information about the vetting processes for staff is incomplete. For example, a record of identity and qualification checks for some staff is not kept. Furthermore, the provider has committed an offence by failing to notify Ofsted of changes to the management of the setting. Staff do not maintain accurate records of children's

attendance; this puts children at risk in the event of an emergency. Some staff do not recognise all potential risks to children and, therefore, do not take appropriate steps to ensure children remain safe. For example, at lunchtime, hot dishes are placed on the table in reach of young children. The manager ensures that staff are deployed appropriately to maintain the correct adult-to-child ratios at all times and on outings. However, she does not ensure that there is at least one member of staff with a current first-aid qualification available on the premises and when children are taken on outings. As a result, children are not adequately protected in the event of an accident. The manager holds regular staff supervision sessions. She observes staff as they work with children and discusses aspects of their practice. However, she does not successfully identify areas of weakness in staff practice. Opportunities for coaching and further training are not effectively used to

improve the knowledge and skills of staff.

p.4

Quality of teaching, learning and assessment is inadequate

Staff do not provide activities and enjoyable experiences which engage children and sustain their interest. Consequently, children are bored and distracted. Occasionally, some staff show interest in things which children have chosen to play with. For example, they attempt to share stories with younger children. However, this experience is interrupted by the noisy play of older children. Generally, resources are of a reasonable quality and children are encouraged to make choices about what they would like to play with. However, daily risk assessment checks fail to identify when some resources, such as the interactive tablets, are damaged or broken.

p.4

Personal development, behaviour and welfare are inadequate

Significant weaknesses in leadership and management mean that children's safety and welfare cannot be assured. Staff do not effectively manage children's behaviour. Older children display unwanted behaviour. For example, they hit each other with cushions, shout and snatch toys from one another. This upsets some of the younger children and has a negative impact on their emotional well-being. Staff do not operate an effective key- person system for young children who attend the holiday club. Consequently, the needs and interests of these younger children are not adequately met. Risks to children's safety are sometimes unrecognised and unchecked by staff. For example, children run around on the wooden floor in their socks and move furniture around during their noisy, and often boisterous, play. This has a significant impact on the experiences and safety of younger children. Staff do, however, provide a range of healthy snacks and ensure children have

access to fresh drinking water. Good hygiene practices are in place.
