This monitoring visit

The monitoring visit checked actions taken in relation to a compliance notice issued on 10 May 2016. The notice was issued under section 22A of the Care Standards Act 2000 in respect of this children’s home. The notice records that Ofsted was of the opinion that the organisation had failed to comply with the requirements of its registration with respect to this home and regulation 37 of the Children’s Homes (England) Regulations 2015. In particular, they had not kept the records specified in Schedule 4. At the full inspection of this home on 13 April 2016, the provider could not supply evidence that the requirement had been met to put in place all the records specified in Schedule 4. The acting manager was not able to supply background information on staff employed to work in the home. The inspector identified that, while the responsible individual had created a database containing some information on staff which is accessible to the acting manager, this did not

contain information on all staff in the team and did not list staff addresses, sex, date of birth, work status and average hours worked per week.

This monitoring visit

The acting manager now has access to the information specified in Schedule 4. In particular, the database now contains information including staff addresses, sex, date of birth, work status and average hours worked per week. This provides the required information for the acting manager, to aid her development of a team culture in the staff group. The registered provider now meets the requirement and compliance notice in full.

This monitoring visit

The young person has now commenced a full-time education course in the local community. Last week he started attending the special project for young people previously involved in offending. Staff said that he has not been involved in offending or going missing since he received a stab wound on 25 May 2016. The missing from care, school attendance and restraint records in the home were not checked during this visit.

This monitoring visit

The monitoring visit also considered progress in addressing requirements and recommendations made at the last inspection. The acting manager has not received a copy of the inspection report from the registered provider, and the requirements are due to be actioned by 30 June 2016. The acting manager is aware that the home is due for a full inspection to check its progress in addressing the inadequate judgement, including the requirements and recommendations made at the inspection of 13 and 14 April 2016.
