This monitoring visit
The home was unoccupied at 11.40am and did not appear to be in use as a children’s home. The neighbouring children’s home was also empty and did not appear to be occupied. The bins outside were empty. Both homes had tidy spaces outside, including a well-tended small garden at this setting. At 11.58am, the responsible person answered a call requesting admittance to the home. He agreed to call back which he did at 12.28pm. A member of staff from the maintenance team attended the buildings and gave full access to all areas. The home is not in use as a children’s home and the registered provider has not breached the restriction of accommodation. The registered provider has ensured that the home remains suitable to accommodate children. There are some minor repairs required, which the maintenance team is working on. There have been no recent visits by an independent person to inspect the premises as required. The last independent visitor report received by Ofsted was for a visit

on 3 March 2016. The visitor did not enter the home and could not comment on whether the home remained fit to accommodate children. The responsible individual said that he has employed a new independent visitor to conduct home visits. The registered provider has not ensured that an independent person visits the home at least monthly. Due to the home having no children on roll and there being no care staff present, it was not possible to check progress on most requirements and recommendations set at the last inspection. The registered provider has not evidenced any progress to address the serious concerns raised at the last inspection.
