Outcomes for children Requires improvement

p.1

This provision is inadequate

 Children's welfare is compromised. The childminder fails to meet all requirements of the Early Years Register and the associated requirements of the Childcare Register.  The childminder fails to identify and minimise hazards to children's welfare and safety. Children are not safe when using the trampoline, and young children are left unsupervised in high chairs.  The childminder does not manage children's behaviour consistently and does not support their social and emotional well-being effectively. At times, this leads to a disorderly environment and has a negative impact on children's learning and enjoyment.  The childminder does not plan and organise activities that consider fully the needs of younger children. She provides younger children with activities that are not matched to their individual needs and interests. Therefore, not all children make good progress.  Self-evaluation is weak. The childminder does not identify breaches in requirements or

the effects of these on children. She has not addressed all recommendations raised at her last inspection and the quality of her service has declined.

p.1

It has the following strengths

 The childminder provides opportunities for children to be physically active and to use their imagination as they play.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

Due Date

 implement effective risk assessments to identify and eliminate all hazards to children's safety and welfare, with particular regard to the safe use of the trampoline and the safety and supervision of young children in high chairs 05/08/2016

p.2

Due Date

 improve behaviour management strategies to help children manage their feelings and understand how their actions affect others 05/08/2016

p.2

Due Date

 ensure that planned activities are age-appropriate and organised to meet each child's individual learning needs, interests and stage of development to help them make good progress, particularly for younger children. 25/08/2016

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 make effective use of self-evaluation to identify breaches in requirements and target areas for improvement to improve the quality of provision for all children.

p.2

Inspection activities

 The inspector observed the quality of teaching, indoors and outdoors, and assessed the impact this has on children's learning.  The inspector spoke with the childminder and children at appropriate times during the inspection.  The inspector viewed the areas of the childminder's home used by children.  The inspector looked at relevant documentation, such as policies and children's records.  The inspector took account of parents' views.

p.2

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The childminder does not identify potential risks to children. She does not follow the manufacturer's guidelines for the safe use of the trampoline and allows three children to jump on it at the same time. She does not strap young children into their high chairs and she leaves them unsupervised, instructing other children to look after them when she leaves the room. This puts children's safety at risk. The childminder has a suitable knowledge of child protection procedures. She has met some actions since the last inspection, such as improving procedures for administering medication to children. However, she has failed to address all identified weaknesses in her practice. Self- evaluation is not effective in identifying areas to improve.

p.3

Quality of teaching, learning and assessment requires improvement

The quality of teaching and learning is variable. The childminder complements the learning older children receive in school with a range of activities that interest them. For example, she taught older children how to use a compass and encouraged them to use their reading skills to follow a recipe to make playdough. The childminder observes children's activities and sets next steps in their learning. However, she does not use this information to plan activities which ensure that younger children are fully involved and engaged in their learning. For example, younger children become frustrated and lose interest because they sit in high chairs and are not able to join in with older children making playdough. The childminder has established effective partnerships with parents and involves them in their children's learning, including sharing the progress check when children are between the ages of two and three years.

p.3

Personal development, behaviour and welfare are inadequate

The weaknesses in safeguarding compromise children's safety and well-being. The childminder's strategies are not effective in helping all children to manage their feelings and behaviour and she resorts to shouting at her own child. This upsets other children and has a negative impact on their enjoyment and learning. The childminder does not help children to understand when their games pose a potential hazard to younger children. For example, she did not stop older children from kicking a ball in the direction where younger children were playing.

p.3

Outcomes for children require improvement

Overall, children make steady progress in their learning and development. However, inconsistencies in teaching affect the progress the younger children make. Children develop an understanding of diversity; older children considered differences within their families. Older children are engaged in their learning and play with activities that interest them. The childminder encourages children to think creatively. For example, children used their imaginations when pretending to go camping. They are developing some key skills for their future learning.
