p.1

This provision is inadequate

 Children do not enjoy a good balance of adult-led learning and child-initiated play. The environment is not planned well enough to promote children's independent play, stimulate them or keep them motivated.  The childminder does not make good enough use of information she gains from observations to help meet children's individual learning needs and interests.  The childminder does not allow toddlers sufficient time to process information and respond to questions.  The childminder does not consistently support children's developing understanding of boundaries and behavioural expectations.  The childminder does not target her professional development plans precisely to achieve and maintain a good quality of teaching.

p.1

It has the following strengths

 The childminder responds well to babies' emotional needs and recognises when reassurance and comfort are needed. Children are confident and settled in the childminder's care. This helps to support their emotional well-being effectively.  The childminder maintains a safe environment and uses risk assessments effectively to help protect children from harm.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage the provider must:

p.2

Due Date

 provide purposeful play in a stimulating environment that is promoted through an effective balance of adult-led and child- initiated activities 22/08/2016

p.2

Due Date

 improve the use of information gained from observations to tailor activities to meet children's individual learning needs. 22/08/2016

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 improve questioning skills to provide more time for toddlers to respond during activities  reinforce children's developing awareness of boundaries and behavioural expectations during daily activities  focus professional development plans that are targeted towards developing good teaching.

p.2

Inspection activities

 The inspector observed the quality of teaching during activities indoors and assessed the impact this has on children's learning.  The inspector spoke with the childminder and children at appropriate times throughout the inspection.  The inspector evaluated an activity with the childminder.  The inspector looked at relevant documentation, such as the childminder's self- evaluation form and evidence of the suitability of adult members of the household.  The inspector took account of the views of parents provided through written feedback.

p.2

Effectiveness of the leadership and management is inadequate

The childminder holds a relevant childcare qualification. However, she has not targeted her professional development to ensure she promotes children's learning well. The childminder provides parents with information about her policies and procedures. Parents report being happy with the childminding service. The childminder keeps all necessary documentation in place. The arrangements for safeguarding are effective. The childminder has a suitable knowledge of child protection and an appropriate understanding of the signs of possible abuse and neglect. She is aware of the correct action to take if she has concerns about the welfare of a child in her care.

p.3

Quality of teaching, learning and assessment is inadequate

The quality of teaching is inconsistent and does not always support children's learning effectively enough. On occasions, when the childminder supports children's play, they are confident to explore and investigate new materials. For example, babies squeal with delight as they squeeze the sand through their fingers. However, toddlers are frequently disengaged from learning and wander aimlessly as there is not a suitable balance of child- initiated and adult-led learning. The childminder carries out regular observations and assessments of children's learning. However, these are not always used effectively to meet children's individual learning needs. The childminder supports babies' language development appropriately. She responds to their attempts at communication and names objects for them. However, toddlers do not always have time to respond to questions because the childminder asks another question too quickly and then gives the answer

herself. The childminder talks to parents about the activities children take part in. Parents provide information about children's interests and learning at home.

p.3

Personal development, behaviour and welfare are inadequate

The childminder does not provide a stimulating environment and children are not motivated to learn. Babies and toddlers cannot select resources independently to support their learning. This is because resources are, sometimes, not visible or within their immediate reach. Children's behaviour is not managed well as the childminder does not consistently follow any behavioural management procedures. As a result, they are not clear about the boundaries and behavioural expectations in the home. The childminder gathers appropriate information from parents when children enrol through an All about me document to support the settling-in arrangements. This enables her to provide appropriate care in line with parents' wishes and home routines. Children's health is promoted. They enjoy a healthy diet and daily fresh air from regular walks and outings to local parks. Children are helped to gain some knowledge and understanding of diversity through a

p.3

Outcomes for children are inadequate

Children are not supported to make the best possible progress. However, they are developing some of the basic skills they need for their future learning. For example, they develop their mathematical skills as they fit different sized boxes inside one another. Children learn about their community during trips and outings. This helps them learn about the wider world.
