This provision is inadequate
The childminder has not addressed the actions raised at the previous inspection. Hazards are not identified and suitably minimised. Furthermore, additional weaknesses have emerged which impact significantly on the quality of the provision. This compromises children's safety and welfare. Children do not make the best possible progress in their learning. The childminder does not make accurate assessments of their development and provide activities which build on what children already know and can do. The childminder does not organise her resources effectively so that children can easily access them and follow their own play ideas and interests independently. The childminder has not evaluated the quality of her provision accurately enough or taken sufficient action to improve the quality of her teaching since the last inspection.
p.1
It has the following strengths
The childminder builds strong, nurturing relationships with the children in her care. This supports children's emotional well-being and builds a secure basis from which they are ready and able to learn. The childminder maintains appropriate communication with parents. There is a regular two-way flow of information so that parents receive feedback about children's routines, learning and daily experiences.

What the setting needs to do to improve further
To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2
Inspection activities
The inspector observed the quality of teaching during activities indoors and assessed the impact this has on children's learning. The inspector took into account the written views of parents and carers provided on the day. The inspector sampled a range of documentation, including attendance records, suitability checks, self-assessment information, and children's observation, assessment and planning records. The inspector held discussions with the childminder and spoke with children at appropriate times throughout the inspection.
p.2
Effectiveness of the leadership and management is inadequate
The arrangements for safeguarding are not effective. The childminder's risk assessments do not identify and minimise hazards to children. Risks within the garden have still not been identified and addressed safely. There are stinging nettles, broken plant pots and discarded used furniture where children play. Additional hazards within the home, including several empty plastic carrier bags within easy reach of children, further compromise their safety. The childminder has appropriate child protection procedures in place. She is clear about the action she would take if she had concerns about a child. Although the childminder is well qualified, she does not undertake enough professional development activities to improve the quality of her provision and, in particular, her teaching. Overall, the childminder is failing to make continuous improvements in all areas to ensure the requirements of the early years foundation stage are continually met.
p.3
Quality of teaching, learning and assessment is inadequate
Assessments of children's learning are not accurate and do not identify their progress or current abilities. Consequently, the childminder does not provide children with experiences which challenge them and help them make good progress towards their early learning goals. This means that children are learning incidentally rather than through planned purposeful play. Nevertheless, children enjoy some suitable experiences to support their communication, language, social and literacy skills. For example, children enjoy exploring dried pasta, looking at books and joining in action rhymes. The childminder joins in with children's play and interacts with them in their chosen activities. She chats to children as they play, asks questions and introduces new words. As a result, children who speak English as an additional language are adequately supported.
p.3
Personal development, behaviour and welfare are inadequate
Children's welfare is ineffectively promoted overall due to poor safeguarding practice. The majority of toys and play materials are stored out of children's reach. Those stored within the main play areas are disorganised and cluttered. Consequently, children struggle to independently select from these to support their own learning. Nevertheless, children behave well and they follow simple rules and boundaries. The childminder obtains information from parents before children start in her setting so that she can meet their care needs. She recognises when children are tired and provides opportunities for them to rest and play quietly. Children are supported to lead healthy lifestyles. The childminder follows hygiene routines and helps children to manage their own personal care.
p.3
Outcomes for children are inadequate
Children do not make enough progress. Teaching remains weak overall. The childminder does not have an accurate understanding of children's progress in their learning and development from their starting points. She does not monitor children's progress effectively, which means she does not identify gaps in their learning in a timely way or provide specific targets for each child to support them to make good progress. Activities do not always provide children with a suitable level of challenge. Therefore, they are not learning the skills they need to prepare them for their future learning, including their move on to school.
