p.1
This provision is inadequate
The childminder has not ensured that every person living on the premises has had their suitability checked. This includes obtaining an enhanced Disclosure and Barring Service check. This is a breach of the safeguarding and welfare requirements and means that children are not as safe as they could be. The childminder has not used the additional funding for two year old children effectively. Children do not take up the full fifteen hours on offer. This reduces their opportunity to catch up quickly with other children. Space is limited and resources are not organised effectively. The childminder's self-evaluation is over generous and does not accurately reflect the areas for development.
p.1
It has the following strengths
Children are happy and secure. They have a warm, affectionate relationship with the childminder. They settle well, are full of smiles and are confident around visitors. Children are well-behaved. They listen to adults and respond immediately when reminded 'not to climb'. Children develop their social skills effectively. They have frequent opportunities to mix with older children at local groups where they learn to share and take turns.

What the setting needs to do to improve further
To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

Inspection activities
Her Majesty’s Inspector (HMI) looked at a range of documentation including children’s records, records of the progress children have made and evidence of the suitability of any person who lives or works on the premises where childcare is provided. HMI held meetings with the registered provider, and spoke to children at appropriate times during the inspection. HMI observed the quality of teaching and its impact on children’s learning. HMI viewed the room and resources used by children.
p.2
Effectiveness of the leadership and management is inadequate
The childminder has not fulfilled her responsibilities to ensure that all the requirements of the Statutory framework for the early years foundation stage are met. Suitability checks have not been completed on all people living in the household over the age of sixteen. Therefore, safeguarding is ineffective. The childminder is over generous in her self- evaluation. As a result, this does not give an accurate picture of how to improve practice. Safeguarding training is up-to-date. The childminder has a reasonable understanding of other legal requirements. She works well in partnership with parents by offering very flexible arrangements. This includes picking children up and dropping them off at their home address. The childminder shares information with other agencies and updates them on children’s learning and development.
p.3
Quality of teaching, learning and assessment requires improvement
The childminder does not organise the main playroom effectively. Space is limited and cluttered. Therefore, children cannot freely choose from the different types of equipment and enhance their learning. The childminder supports children well with their communication and language skills. She repeats words back and builds on their vocabulary as she gives them a choice of an apple or banana. Children are inquisitive. They listen to familiar sounds around them and rush to look through the window when they hear a child arriving at the setting. Young children concentrate for short periods of time as they handle the pieces of an insert board and skilfully manoeuvre them into place. The childminder makes precise assessments on what children know and can do when they begin at the setting. However, later assessments lack this precision and are not as helpful.
p.3
Personal development, behaviour and welfare are inadequate
The childminder has not taken swift action to ensure that suitability checks on all members of the household are completed. This compromises children’s safety and well-being. Children’s behaviour is good. Children respond quickly to gentle reminders from the childminder on what is expected of them. They learn to take risks and develop their physical skills well. They have many opportunities to climb, slide and jump on the wide range of equipment in the spacious outdoor area. Young children handle crayons skilfully as they make marks and recognise some colours. The childminder gives frequent praise to the children. This builds their confidence and motivates them to learn and develop.
p.3
Outcomes for children require improvement
Overall children are working within the range of development typical for their age. However, the childminder does not ensure that children who receive additional funding take full advantage of the hours they are entitled to. Therefore, their progress is not as rapid as it could be. Children have a very secure relationship with the childminder and are emotionally prepared for their next stage of learning. During their play they show a good level of concentration as they create models and learn about shape and colour.
