p.1

This provision is inadequate

 Children's welfare is compromised. The childminder fails to meet all requirements of the early years register and the Childcare Register. She does not understand the maximum adult-to-child ratios for children in the early years age range. She regularly cares for too many children in this age group and fails to meet their individual needs.  The childminder does not hold a current paediatric first-aid qualification to ensure her knowledge is up to date. She has not obtained valid public liability insurance. The childminder fails to identify and minimise hazards to children's welfare and safety. Children are not safe when using the trampoline and are exposed to dog waste.  The childminder does not support children with special educational needs effectively or build relationships with professionals. She does not ensure that there are arrangements to meet their specific needs and help them make progress from their starting points.

p.1

This provision is inadequate

 The childminder does not provide age-appropriate activities or assess children's progress accurately. She does not recognise where children are in their learning or identify and plan for what they need to learn next. Children do not make adequate progress.  Self-evaluation is weak. The childminder does not identify breaches in requirements or the effects of these on children. She is unaware of her duty to protect children from the risk of radical and extreme views.

p.1

It has the following strengths

 Partnerships with parents support new children to settle in and to build relationships.

Inspection activities

 The inspector viewed all areas of the home that are used for childminding.  The inspector observed the quality of teaching during activities and assessed the impact this has on children's learning.  The inspector looked at children's assessment records and a range of other documentation, including evidence of suitability, policies and procedures, and the childminder's self-evaluation form.  The inspector spoke with the childminder and the children at appropriate times during the inspection.  The inspector took into account the views of parents provided in writing.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The childminder does not identify significant weaknesses that jeopardise children's welfare and does not recognise when she is increasing these by her actions. For example, during the inspection, she walked around holding a cup of tea and placed this on the edge of a table where the young children could reach it. The childminder does not ensure she follows manufacturer's guidelines for the safe use of the trampoline. For example, she allows children under the age of six years to use the trampoline and does not supervise them at all times. The childminder does not eliminate all risks to children's health. For example, she does not remove all dog faeces in the outside area where children play. The childminder has a suitable knowledge of child protection procedures overall. However, she is not aware of all aspects of protecting children, such as from the risk of extremist views. The childminder is unaware of the

requirements relating to ratios, particularly regarding children in the early years age group. She cares for too many children regularly, including when she is working with her co-minder. This compromises children's care and learning needs. The childminder has allowed her first-aid qualification to expire several months ago and her co-minder does not hold a valid qualification. This means there is no-one with an up-to-date knowledge to deal with children's accidents and injuries. The childminder does not understand that the co-minder's public liability insurance does not cover her own registration. She does not evaluate her practice to ensure children are safe, well cared for and make the progress they should. The childminder uses research and identifies some training courses she would like to attend. However, she does not have sufficient skills and knowledge to support all children's learning, particularly children with special educational needs. The childminder

does not build effective partnerships with trained professionals to support these children.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder does not support children's learning experiences adequately. For example, she frequently sits watching children play without interaction and does not extend their learning. The childminder does not recognise when children are not actively involved in their learning and does not ensure activities are adapted to the children's different ages. For example, at circle time, while older children sang rhymes and read numbers from the computer screen, younger ones watched passively from a high chair for 20 minutes. The childminder does not assess children's achievements effectively, or identify and plan for the next steps in learning to accurately reflect their development needs. For example, she has identified inappropriate priorities in learning for a child aged two years, such as pencil control and colouring in. The childminder has a poor understanding of how to support children's communication and language skills. She does

not recognise how she can support their development effectively as they play.

p.4

Personal development, behaviour and welfare are inadequate

The weaknesses in safeguarding children significantly compromise their safety and well- being. The childminder does not encourage children to make decisions in their play. For example, she tells children to play with the blocks and build a castle. The childminder provides a range of resources for children to be physically active. For example, children use bikes and hoops and chase bubbles. The childminder manages children's behaviour with suitable strategies. Children generally behave well.

p.4

Outcomes for children are inadequate

Children are not challenged sufficiently and are not prepared for the next stage in their learning. Children with special educational needs do not receive enough support to help them make progress. Children are not motivated to learn. Their play is interrupted frequently by routines where they all complete the same task. Children do not develop independence skills well enough. For example, they do not learn to put on their shoes, as the childminder does this for them.
