Outcomes for children Requires improvement

p.1

This provision is inadequate

 The childminder has not ensured that the required suitability checks are completed to protect children's safety. This is also a breach of the Childcare Register requirements. She has failed to notify Ofsted of significant changes to persons over the age of 16 years living in her household, despite this breach of the Childcare Register requirements being raised at a previous inspection.  The childminder does not plan challenging experiences based on children's individual interests, particularly for those children who prefer to learn outdoors. Children are not always interested in the available activities, and this limits the progress they make.  The childminder does not make the most of opportunities to develop children's early mathematical skills.  Self-evaluation is poor. The childminder does not evaluate her setting accurately to reflect her current provision, and identify breaches in requirements. She has not

improved her practice significantly since the last inspection. This demonstrates that she is not fully committed to improving her provision, to benefit children and their families.

p.1

It has the following strengths

 Children are settled, and form close relationships with the childminder.  Children develop some independence skills. For example, the childminder provides opportunities for them to manage some tasks for themselves.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

Due Date

 ensure all people living on the premises are suitable, including obtaining a current Disclosure and Barring Service check and providing Ofsted with required information 15/08/2016

p.2

Due Date

 plan challenging and enjoyable learning experiences based on children's individual interests to help them make good progress in their learning, particularly those children who prefer to play and learn outdoors 30/08/2016

p.2

Due Date

 inform Ofsted of the name, date of birth, address and telephone number of any person over the age of 16 years living on the premises. 08/08/2016

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 extend opportunities for children to build on their mathematical skills  make effective use of self-evaluation to identify and remedy breaches in requirements, and review and evaluate all aspects of practice to improve outcomes for children.

p.2

Inspection activities

 The inspector observed the quality of teaching during activities, indoors and outdoors.  The inspector checked documents relating to the suitability and qualifications of the childminder, and sampled documentation, including safeguarding procedures and children's records.  The inspector read the childminder's self-evaluation document and examined how she evaluates her provision, and targets areas for improvement.  The inspector carried out a joint observation with the childminder, and interacted with children at appropriate times during the inspection.  The inspector read written feedback from parents.

p.2

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The childminder has a poor understanding of the safeguarding and welfare requirements which compromises children's safety. She has not informed Ofsted of required information regarding the people who live in her household, including their details so their suitability checks can be carried out. This was raised as an action at the last inspection. The childminder uses training to improve some aspects of her teaching, such as encouraging children's language skills. However, she does not plan challenging activities based on children's individual interests, particularly those who show a keen interest in learning outdoors. She does not make effective use of her partnerships with the local authority to ensure she raises the standards of her provision. The childminder does not evaluate her service effectively to identify and address breaches in requirements and target areas for improvement to benefit children's outcomes.

p.3

Quality of teaching, learning and assessment requires improvement

The childminder's interaction with children is focused more on their care routines rather than providing challenging activities to help them make good progress. Despite children showing great interest in the outdoors, the environment is unimaginative. For example, children were keen to play outside with water and sand, but the childminder provided only basic play tools which did not help children to build on their learning. Children became bored and restless, and did not make gains in their learning. The childminder supports children's language skills appropriately. For example, she reads stories to them and repeats key words. On occasions, the childminder misses opportunities to introduce mathematical ideas and extend their learning about shapes and counting. She observes children's learning and monitors their progress suitably. However, she does not take into account what children enjoy and can do when planning activities to meet their interests.

p.3

Personal development, behaviour and welfare are inadequate

Weaknesses in safeguarding relating to the lack of checks for people living in the childminder's home significantly compromise children's safety and welfare. The childminder works with parents to establish a consistent approach. For example, she discusses different strategies with them to help children learn to behave appropriately. The childminder has a suitable understanding of healthy lifestyles. For example, she teaches children to wash their hands before meal times.

p.3

Outcomes for children require improvement

Overall, children do not make good enough progress. Some of the activities provided do not build on children's confidence and motivation, as their learning opportunities are limited. Children develop some appropriate skills for their future learning. For example, they enjoy looking at books and listening to stories.
