This provision is inadequate
The childminder has failed to notify Ofsted of changes to adults living at the premises, which places children's welfare and safety at risk. This is also a breach of the Childcare Register. The childminder has not addressed all the actions and recommendations raised at her last inspection sufficiently. She has improved her knowledge of some safeguarding procedures. However, she fails to understand what to do if an allegation is made against her or a household member and does not implement a mobile phone policy. The childminder has also failed to address the previous action relating to the storage of resources to ensure children can play safely in a clutter-free space to meet their needs. This is also a breach of the Childcare Register. Children's health needs are not met sufficiently, particularly the cleanliness of the play space, suitable eating areas and protecting children from the effects of the sun.
p.1
This provision is inadequate
Children's progress is not good enough and they are not always effectively challenged. They do not have enough opportunities to build their understanding of similarities and differences between themselves and other people. Self-evaluation is weak. The childminder is unable to identify weaknesses in her practice or breaches in requirements, and the negative effects of these on children.

Inspection activities
The inspector looked at the parts of the childminder's home which children have access to. The inspector held discussions with the childminder at appropriate times throughout the inspection. The inspector looked at a range of documentation, including the childminder's policies and procedures, suitability checks and children's learning and assessment records. The inspector discussed how the childminder uses self-evaluation to develop her practice.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The childminder has not ensured that the required suitability checks have been completed for all adults living in her home. She is unaware of the action to take if an allegation is made against her or a household member. She does not understand the need to implement a policy on the safe use of mobile phones and cameras. The childminder is aware of the signs and symptoms that may indicate a child is at risk. She understands the procedures to follow to report any welfare concerns. The childminder does not monitor or evaluate her provision effectively to ensure she meets all requirements. She has not met the actions from her previous inspection. Although the childminder has attended some training, she has not improved her knowledge and skills to bring about sufficient improvement in her practice.
p.4
Quality of teaching, learning and assessment requires improvement
The childminder observes children's play and plans flexibly to support them and meet their next steps in learning. She maintains good relationships with parents and encourages them to be involved in their children's learning. The childminder helps to develop children's imagination well. For example, children enjoy pretending to make milkshakes and talking about the different flavours. However, the childminder does not organise the play areas effectively to allow children to safely reach resources and make choices. The cluttered environment affects children's independence and their ability to engage in suitably challenging experiences.
p.4
Personal development, behaviour and welfare are inadequate
The childminder does not support children's safety and well-being effectively. Children have access to drinking water at all times; however, they do not have anywhere suitable to sit and enjoy a healthy snack. The areas used by children are cluttered and the floor is dirty. Children are not protected effectively from the sun and do not learn how to protect themselves. The childminder forms good emotional attachments with the children. For example, she responds to their need for cuddles. Children show a sense of belonging and understand the routines of the childminder's home. For example, they independently go to the toilet and know to wash their hands. Children benefit from lots of fresh air and exercise to support their physical development.
p.4
Outcomes for children require improvement
Children are working within the range of development typical for their age. However, they are not sufficiently challenged to allow them to make good progress. Children develop good communication and language skills. For example, they confidently sing familiar rhymes and recount events. Children behave well towards each other but have limited understanding of people's similarities and differences in the wider community.
