p.2
children and young people since the most recent full inspection
The home has not had any placements since the last inspection that was conducted in January 2016. That was an interim inspection that also resulted in no judgement. The home has provided only a very limited service since 2013. The last young person left the home on 18 August 2015. This was an emergency short placement. The last full inspection was carried out on 29 July 2013.

The registered persons are clear that they wish to continue with the home’s registration. To retain the staff and help them to continue to build on their professional skills, they deployed the staff at a sister home. They are recruiting for more staff. The registered manager is working towards obtaining a level 5 qualification in care and management. An independent professional visits the home on a monthly basis. Ofsted receives regular monitoring reports that testify to the home’s readiness to accept children looked after. All health and safety checks are in date. A full redecoration of the premises and necessary building repairs is in progress. The registered persons have stayed in contact with the local commissioners. They are planning to invite them to the home’s relaunch, in August 2016, once all the work has been completed.

children and young people since the most recent full inspection
This report repeats two requirements and one recommendation. Without children, it was not possible to make an evaluation of the home’s progress in effectively meeting these requirements and the good practice recommendation. The requirements relate to care planning and records of the staff duty roster. The recommendation is regarding admissions to the home.

It was identified at this visit that the quality of the location risk assessment requires improvement. This document does not evidence consultation with any relevant agencies. Contradictory information is included that does not demonstrate sound, evidence-based thinking. For example, the registered persons have judged the risk to the setting to be high. It is not clear how they reached this judgement. The stated evidence does not identify any areas of risk and describes only positive, protective factors within the local community. The evidence does not support the judgement.

What the inspection judgements mean
At the interim inspection we make a judgement on whether the home has improved in effectiveness, sustained effectiveness, or declined in effectiveness since the previous full inspection. This is in line with the ‘Inspection of children's homes: framework for inspection.’

Information about this inspection
Inspectors have looked closely at the experiences and progress of children and young people living in the children's home. Inspectors considered the quality of work and the difference adults make to the lives of children and young people. They read case files, watched how professional staff work with children, young people and each other and discussed the effectiveness of help and care given to children and young people. Wherever possible, they talked to children, young people and their families. In addition the inspectors have tried to understand what the children's home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people who it is trying to help, protect and look after. This inspection focused on the effectiveness of the home and the progress and experiences of children and young people since the most recent full inspection.
