This provision is inadequate

 The childminder does not meet all requirements of the early years foundation stage and the Childcare Register. She does not keep a written record of accidents or injuries and first-aid treatment given. She does not obtain written parental permission prior to administering medication and fails to record details of medication given. This compromises children's welfare.  The childminder lacks knowledge and understanding of how children learn and the typical levels of development for children of different ages. This affects her ability to assess children's progress to identify where they are in their learning, and plan effectively to build on what children know and can do. Children make inadequate progress in their learning.  The childminder does not work effectively in partnership with parents or others involved in children's care to support their learning. She fails to establish effective two-way communication to share relevant initial and ongoing information about children's

p.2

 make effective use of self-evaluation to identify breaches of requirements and weaknesses in practice, and take appropriate action to improve the quality of teaching and children's learning.

p.2

Inspection activities

 The inspector held discussions with the childminder and children throughout the inspection.  The inspector observed the interaction between the childminder and children during activities.  The inspector viewed the areas of the premises used for childminding.  The inspector looked at a range of documentation, including policies and procedures, risk assessments and the children's learning and assessment records.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The childminder fails to record the required written information when children are involved in an accident or incident. She does not obtain written consent from parents to administer medication. She has administered non-prescription medication without permission and has failed to keep a record of doing so. This compromises children's well-being. The childminder understands the procedures to follow should she have any concerns that a child may be at risk of harm. The childminder does not evaluate her provision effectively. Her poor knowledge of the legal requirements has a negative impact on her ability to identify breaches in requirements and all areas of weakness. For example, she is unaware of the significant weaknesses in her knowledge and understanding of how children learn. This has a detrimental impact on her provision for children's learning and development.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder does not ensure that all children benefit from activities that support their individual learning and help them to make progress. For example, she does not use assessments to find out children's abilities, identify their next steps for learning and plan activities that build on what they know and can do. She is unaware of whether children are making progress or if there are any gaps in their development. For example she does not know what colours children recognise or whether they can count or recognise numerals. They learn to concentrate, for example as they use drawing implements to make marks on paper but learning that takes place is incidental, rather than planned. Children do not experience an adequate range of activities that encourage their all-round learning and development.

p.4

Personal development, behaviour and welfare are inadequate

The childminder fails to fulfil her duties to meet safeguarding requirements, which compromises children's welfare. She does not gain information from parents about children abilities, to help her plan for children's learning. She does not work closely with parents to help her plan appropriate learning experiences for children. The childminder does not recognise the benefits of working in partnership with other professionals to support children's development. For example, she has not initiated adequate links with early years settings that children attend, to encourage a consistent approach to support children's care and learning.

p.4

Outcomes for children are inadequate

Children do not make adequate progress because they do not receive enough support in their learning. They do not gain all the key skills they need to prepare them for their future learning and school. Children are compliant and behave well.
