This provision is inadequate

 Children's welfare is substantially compromised. The childminder does not meet all requirements for the Early Years Register and the Childcare Register.  The childminder does not ensure that the premises are safe for children and fit for purpose. She does not identify, remove or minimise a number of significant hazards that are detrimental to children's safety.  The childminder fails to understand how to safeguard children adequately. She has very little knowledge of the signs and symptoms of concern, or the procedures to follow if she has a concern about a child. She is unaware of new legislation and government initiatives linked to safeguarding. Self-evaluation systems are extremely poor.  The childminder cannot demonstrate whether she holds a current paediatric first aid qualification and does not display her certificate of registration. She does not keep and maintain a daily record of children's attendance to support their welfare.

p.1

This provision is inadequate

 The childminder is not aware of her responsibility with regard to all required notifications to Ofsted. She has failed to ensure legal requirements are met or recognise the negative effects of these on children's care and learning.  The childminder does not understand how children learn. She does not use assessment adequately to identify gaps in learning. Children do not make the progress they should.

p.1

It has the following strengths

 The childminder encourages children to share and take turns.

p.2

Inspection activities

 The inspector observed the quality of teaching during activities and assessed the impact this has on children's learning.  The inspector looked at all areas used for childminding, including outside, and assessed their suitability.  The inspector sampled a range of documents, including children's information and learning records, safeguarding and suitability procedures, qualifications and training certificates, self-evaluation, attendance registers and a selection of policies and procedures.  The inspector evaluated a learning activity with the childminder and spoke with her and the children at appropriate times during the inspection.  The inspector took account of the views of parents spoken to on the day of inspection.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The childminder is not aware of significant hazards that she exposes children to in her home. For example, she leaves bleach, stagnant water, and white spirit in open cups, and leaves trailing wires easily accessible to children. These hazards compromise children's safety considerably and place their well-being at serious risk. The childminder has little knowledge of the signs and symptoms of child protection issues and does not understand the procedures to follow if she has a concern about a child's welfare. Also, she does not understand recent changes in safeguarding legislation. These weaknesses put children's welfare at further risk. The childminder has failed to notify Ofsted of building work at her premises, as required. She has not considered the implications of this work on children's safety or on her childminding service. The childminder is not able to demonstrate whether she holds a valid first aid qualification to

meet requirements. She has also misplaced her certificate of registration and cannot share this with parents. Despite being qualified, the childminder does not evaluate her practice and improve children's outcomes. She does not identify significant areas of weakness and is unaware that she is not meeting a number of statutory requirements.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder has a very poor understanding of how children learn. She does not assess and monitor their achievements to plan for what they need to learn next. She is unable to identify children who may be underachieving to plan appropriate intervention strategies to meet their learning needs. The childminder does not have high expectations of children and, accordingly, children do not have the opportunity to show what they can do and achieve. This does not support children's self-esteem or build on their interests. The childminder does not challenge children or motivate them to learn. They spend long periods sitting on the floor or on the childminder's lap with nothing to do. They become bored and disinterested as resources are not engaging enough and the childminder does not offer support, telling them to 'do some playing'. These weaknesses significantly limit children's progress.

p.4

Personal development, behaviour and welfare are inadequate

The weaknesses identified in safeguarding mean children are at significant risk. The childminder's lack of understanding of the importance of risk assessment substantially compromises their safety. She has not recognised the serious effects of the hazards identified at the inspection on children. The childminder allows young children to sleep in areas that are extremely unsafe. For example, their travel cots had buckets of glassware completely surrounding them. The childminder had not considered that children might climb or fall out of the cots on to the glass. In addition, children are allowed to lie down to rest on the dog's bed, which exposes them to hygiene risks. Children are unable to enjoy their meals in a comfortable environment. They have to sit on the floor to eat as there is a large glass fish tank and giant land snails in plastic containers on the dining table. However, the childminder has not considered the dangers of the glass-fronted cage that

houses a bearded lizard, which has broken locks and sliding doors that children can easily open. The childminder stores white spirit in children's cups next to their lunchboxes that they bring from home. This significantly compromises children's health and their safety.

p.4

Outcomes for children are inadequate

Children make poor progress from their starting points. They are not prepared for the next stage in their learning and their eventual move to school. Children do not learn to concentrate and they quickly become restless, as they are not challenged adequately. The childminder prevents them from practising their early mathematical skills, limiting their progress. For example, during the inspection, when children were keen to count dinosaurs, the childminder quickly told them to stop at three, so they 'do not get confused'. Interaction from the childminder is extremely poor and does not support children to develop their communication and language skills sufficiently.
