This provision is inadequate

 The provider does not have a secure knowledge of the early years foundation stage requirements to ensure she provides effective support and guidance to the manager. This results in breaches to requirements, including those of the Childcare Register.  The provider does not complete the necessary suitability checks when staff are recruited. She is not aware of her responsibility to tell staff that they must disclose anything that may affect their suitability to work with children. This significantly compromises children's welfare.  The provider does not ensure that staff inform parents of all accidents and injuries children sustain while they are in their care.  Staff do not consistently support children to make healthy food choices. They do not always encourage children to wash their hands before handling and preparing food, and eating. This does not prevent cross infection effectively.  The provider has not informed Ofsted of a change to the manager. She has not

provided details of a named deputy, as required at the last inspection.  The management team fails to evaluate the provision effectively. It does not identify and remedy breaches of requirements and weaknesses in practice.

p.1

It has the following strengths

 Staff provide a good choice of activities that children enjoy. They know the children well and engage them positively, helping children to settle and unwind after school.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

Due Date

 make effective use of self-evaluation to identify breaches in requirements, target areas for improvement and improve the quality of provision for children.

p.2

Inspection activities

 The inspector accompanied staff to collect children from their classrooms after school.  The inspector observed children indoors and playing outdoors.  The inspector spoke to parents, children and staff at appropriate times during the inspection.  The inspector held a meeting with the manager and the nominated person about how they monitor staff's suitability and organise activities for children.  The inspector sampled a range of documents, including the safeguarding policy.

p.3

Effectiveness of the leadership and management is inadequate

The provider does not have a secure understanding of the early years foundation stage requirements to ensure children's safety and staff suitability. Safeguarding is ineffective. The provider has not completed the required suitability checks for all staff, including completing new Disclosure and Barring Service checks. She does not ensure that staff know they must disclose anything that may affect their suitability. The provider does not ensure that staff inform parents of all accidents their children sustain at the club. Health and hygiene procedures are ineffective to support children's well-being. Some improvements have been made since the last inspection, such as procedures to monitor staff development. This has led to improved activities that children enjoy. However, the provider has still not appointed a named deputy to be responsible in the manager's absence. This was an action raised at the last inspection. The provider has failed to inform

p.4

Effectiveness of the leadership and management is inadequate

Ofsted of changes to the manager, as required. The manager supports staff appropriately to use their existing childcare skills and to attend some training, such as child protection. The management team and staff are confident about child protection procedures should they have any concerns, ensuring they make contact with the appropriate agencies. The members of the management team do not use self-evaluation effectively to ensure they understand and meet requirements.

p.4

Quality of teaching, learning and assessment is good

Staff seek children's ideas about activities and encourage them to be active or relax. Children enjoy playing football and expend their energy well after a busy day at school. Children ask to play with water pistols. Staff build good relationships with children, for example, children tease them about getting wet. Children enjoy playing creatively and use ribbons to observe how they float in the wind. Staff interact well and support children, following their lead. Children have good opportunities to be independent, such as preparing their own toast.

p.4

Personal development, behaviour and welfare are inadequate

Weaknesses in staff vetting and ongoing suitability procedures compromise children's safety and welfare. Staff do not consistently follow procedures when children have an accident. They do not inform parents of all accidents and injuries that children sustain. Staff do not encourage children to eat healthily or take adequate steps to minimise cross infection. For example, staff failed to remind children to wash their hands before preparing and handling food, and eating. Although there is fruit available, staff do not encourage children to eat it; instead they provide biscuits and sugary toppings for toast. Staff talk to parents each day, so they know what their children enjoy and play with.
