p.1

This provision is inadequate

 The childminder has failed to notify Ofsted about her assistant. Necessary information has not been given to Ofsted to enable the required checks to be carried out.  Children are not always kept safe and secure. Assistants whose suitability has not been verified by Ofsted have unsupervised contact with children.  The childminder's self-evaluation is not rigorous and does not ensure that all legal requirements are met.  The childminder does not consistently collect information from all parents about what their children know and can do to help establish an accurate picture of children's development when they first start to attend.

p.1

It has the following strengths

 The childminder has a secure understanding of how children learn. She interacts well with children and uses effective questioning techniques to support their development.  The childminder and her assistant develop successful partnerships with parents and other professionals. This helps to ensure that children's needs are met. Parents are happy with the quality of care and value the service the childminder and her assistant provides.  The childminder responds well to young children's emotional needs and recognises when reassurance and comfort is needed. Children are confident and settled in the childminder's care. This helps to support their emotional well-being effectively.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 implement robust systems to improve self-evaluation and ensure that all legal requirements are met  consistently collect information from all parents about what children know and can do when they first start to attend.

p.2

Inspection activities

 The inspector held discussions with the childminder, her assistant and children throughout the inspection.  The inspector discussed the childminder's self-evaluation. She checked evidence of the childminder's and her assistant's suitability.  The inspector looked at a range of documentation, including policies and procedures, risk assessments and the children's learning and assessment records.  The inspector observed the quality of teaching during activities and assessed the impact this has on children's learning.  The inspector took account of the views of some parents spoken to on the day of the inspection.  The inspector took account of written feedback from other professionals.

p.2

Effectiveness of the leadership and management is inadequate

Safeguarding is not effective. Systems are not robust enough to ensure that all adults are suitable to work with children. The childminder has failed to notify Ofsted in a timely manner about changes to the adults working as assistants. She does not ensure that the process for checking her assistant's suitability is followed through. Therefore, the required checks, including those completed through the Disclosure and Barring Service, have not been carried out to determine their suitability for the role. Nevertheless, the childminder works closely with her local authority adviser and has researched current legislation to ensure that she has up-to-date knowledge. The childminder is trained in child protection and has a good understanding of the signs of possible abuse and neglect. She is aware of the appropriate action to take if she has concerns about the welfare of a child in her care. Self-evaluation is weak and has failed to identify breaches in the legal requirements.

p.3

Effectiveness of the leadership and management is inadequate

However, the childminder evaluates the quality of her own and her assistant's day-to-day practice and makes improvements to support children's learning and development.

p.3

Quality of teaching, learning and assessment is good

The childminder carries out regular observations and accurate assessments of children's learning. She plans a range of activities that enhances children's progress. The childminder ensures that any gaps in children's development are promptly identified and addressed. Parents are well informed about what their children engage in during the day and how they can further support learning at home. The childminder gives children plenty of opportunities to independently use paint and follow their own interests. She extends learning and sets challenges. This helps to motivate children to explore the texture of paint and mix colours. Children confidently make foot and hand prints. The childminder helps children to think about how they can create different patterns. She engages younger children using the tone of her voice and sense of excitement as they cuddle up with her to read stories. Children develop their listening skills and love of books.

p.3

Personal development, behaviour and welfare are inadequate

Children's welfare is not assured. The childminder has failed to ensure that her assistant has been suitability checked through Ofsted. This compromises children's safety and well- being. However, the childminder is warm, caring and sensitive to children's individual needs. She makes her expectations of children's behaviour consistently clear and appropriate to their age and development. The childminder knows the children well. She effectively fosters their independence and self-help skills. Children are encouraged to manage their own personal needs relative to their age and ability. Children's physical well- being is supported well. They access the outdoors daily, both in the garden and on visits to the local children's centre.

p.3

Outcomes for children are good

Children approach activities with enthusiasm and curiosity. They are learning to count as they concentrate and play. Children are developing the attitudes and dispositions that they need for the next stage in their learning, including starting school.
