children and young people since the most recent full inspection

This home was judged Outstanding at the full inspection. At this interim inspection, Ofsted judges that it has improved effectiveness . There is a suitably qualified and experienced registered manager in charge of the home. There is a deputy manager who works in this home to support the manager, and they have a positive working relationship that has helped them to achieve the identified improvements at this inspection. Since the last inspection of the home in December 2015, there have been minimal changes to the group of young people living in the home. Although there has been a breakdown of one placement, the home has taken robust action in an attempt to prevent disruption. Young people who remain at the home continue to make good progress in all areas of their lives. Staff are proactive in their approach to keeping young people safe. They challenge fellow professionals, when necessary, to ensure that young people receive the services they require to meet their needs.

Staff have good relationships with young people’s schools. This close liaison ensures that young people receive the right support to make the most of their educational opportunities. Similarly, young people have good relationships with care staff. This is reflected in the relaxed, jovial atmosphere at the home, which was observed during the inspection. Young people’s placement plans clearly contribute to their long-term care plans and statutory reviews and reflect the positive progress made by the young people who live here. Social workers are positive about the communication that they have with staff. There has been one safeguarding allegation made by a young person since the last inspection. Although there have been delays in the progression and closure of the complaint, this is despite the manager being proactive in securing strategy meetings as necessary. Missing from home is not a major issue for young people who live at this home.

Although there have been incidents of young people going missing from home, these have been for limited periods and staff have acted in a proactive manner to locate young people. When young people are found, incidents are reviewed and reflected upon as staff consider how future episodes of missing might be reduced. Although young people may not always appreciate the need for engagement with health services, there has been some progress with regard to this. For example, staff are currently working with professionals to assist one young person to overcome their substance misuse because this is restricting their choice of semi- independent accommodation. Three requirements were made at the last full inspection of the home. The registered manager has taken action to address these issues. Young people are now enjoying activities in the local community and sleepovers with friends. There is clear oversight of restraint records, which is used to monitor any patterns or trends

of behaviours following the use of physical restraint. Staffing levels and supervision of young people at the home have improved since the last inspection. Staff meetings and individual supervision of staff are used as opportunities to reflect on incidents at the home and to help to reduce the risk of further episodes. Due to power cuts in recent severe weather conditions, young people were evacuated from the home to a nearby hotel. This was managed safely and efficiently and ensured the safety and comfort of young people at a difficult time. Staff recruitment is robust and complies with safer recruitment practice, giving the necessary assurances about the suitability of individuals who work in the home. One new member of staff who spoke to the inspector was clear about their role and responsibilities to young people. Their knowledge and insight of the behaviours of young people was impressive, and demonstrated a clear insight into

the reasons for some young people’s behaviours. The manager monitors the home in line with regulation, making use of consultation with stakeholders to aid the development of the home. However, this requires further evaluation to ensure that there are more effective procedures in place with which to monitor the quality of care being provided and the impact of that care on young people.

What the inspection judgements mean

At the interim inspection, we make a judgement on whether the home has improved in effectiveness, sustained effectiveness, or declined in effectiveness since the previous full inspection. This is in line with the ‘Inspection of children's homes: framework for inspection’.

Information about this inspection

Inspectors have looked closely at the experiences and progress of children and young people living in the children's home. Inspectors considered the quality of work and the difference that adults make to the lives of children and young people. They read case files, watched how professional staff work with children, young people and each other and discussed the effectiveness of help and care given to children and young people. Wherever possible, they talked to children, young people and their families. In addition, the inspectors have tried to understand what the children's home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people whom it is trying to help, protect and look after. This inspection focused on the effectiveness of the home and the progress and experiences of children and young people since the most recent full inspection.
