This provision is inadequate
Children's safety is compromised. The childminder fails to supervise children adequately as she is not always able to see or hear them. Furthermore, she leaves children unattended with unchecked visitors. This is also a breach of the Childcare Register. The childminder does not follow her safeguarding policy to ensure visitors do not use mobile phones while children are present. This puts children's safety at further risk. The childminder does not assess risks to children in all areas of her home and outside to ensure their safety. This is also a breach of the Childcare Register. The childminder does not keep the required record of children's attendance or display her certificate of registration. These are also breaches of the Childcare Register. Children's good health is not supported adequately. The childminder does not ensure that food preparation areas are clean and hygienic or practise good hygiene

procedures. Outcomes for children are not good enough. The childminder does not make precise assessments of children's learning or ensure that she carries out the required progress check for children aged between two and three years, and share her findings with parents. The childminder has not built relationships with other settings children attend to share regular information about children's progress and to help provide consistency of care. The childminder does not evaluate her practice adequately to identify all weaknesses.
p.1
It has the following strengths
Children develop good mathematical skills. For example, they compare 'big' and 'small'.

Inspection activities
The inspector had a tour of the areas used for childminding. The inspector observed children and the childminder during play. The inspector checked children's records and other documents, including the childminder's policies. The inspector spoke with the childminder and children at appropriate times during the inspection. The inspector discussed the childminder's self-evaluation process.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. Children's health, safety and well-being are significantly compromised. The childminder fails to complete thorough risk assessments of her premises. For example, the outdoor area is unsafe for young children as they are exposed to a number of hazards that could cause them injury. Indoors, the childminder fails to recognise trip hazards and leaves kitchen knives accessible to children. The childminder does not supervise children adequately. She does not understand the risk of leaving young children where she cannot see or hear them. She also leaves children alone with unchecked adults who regularly visit her home. The childminder does not follow her safeguarding policy effectively. For example, she allows visitors to use mobile phones in her home when children are present and does not highlight this risk to the visitors regarding children's safety. She does not keep a record of children's attendance or display

Effectiveness of the leadership and management is inadequate
her certificate of registration, as required. The childminder knows what to do if she has concerns about a child's welfare outside her setting. She gains parents' verbal feedback as part of her evaluation process and shares information with other childminders. Although she completes research to make some improvements to her teaching practice, she does not ensure that she meets all requirements or recognise the negative effects of these breaches on children's care and learning.
p.4
Quality of teaching, learning and assessment requires improvement
The childminder encourages children to persevere with tasks, developing their motivation to learn. Children develop age-appropriate communication and language skills. For example, younger children learn new words following the childminder's example. The childminder routinely observes children's play and identifies some next steps to help them make progress. However, her assessments are not accurate enough to identify and close any gaps in their learning and she does not complete the required check for two-year-olds to monitor their progress. The childminder chats with parents daily and shares children's achievements to extend learning at home. However, she does not have effective partnerships with other settings children attend to provide a shared approach.
p.4
Personal development, behaviour and welfare are inadequate
The childminder's poor safeguarding measures have a negative effect on children's welfare. Furthermore, she fails to support children's good health adequately. She does not practise good hygiene routines to prevent the spread of infection. For example, she does not wash her hands before preparing babies' bottles directly after changing nappies, and she does not make pet food and litter trays inaccessible to children. The childminder encourages children to play cooperatively and behave well. Children learn how to keep themselves safe in an emergency. For example, they discuss what to do during fire drills.
p.4
Outcomes for children require improvement
Children develop suitable independence skills and confidence in preparation for school. For example, they learn about similarities and differences in society and develop early literacy skills. However, children do not make as much progress as they should. The childminder does not have an accurate understanding of where children are in their development to ensure their learning needs are well met.
