This provision is inadequate

 Staff do not manage children's behaviour appropriately. Children do not behave well and this has a negative impact on other children's learning.  Staff do not protect children's health effectively. They leave dirty nappies in the room after changing babies and do not wash their hands after changing nappies. The provider does not ensure that all children receive a healthy and balanced diet.  The manager does not monitor staff practice effectively to identify areas for development that will have the most impact on children's learning. Teaching for the children in the toddler room is weak.  Assessments of younger children's progress are not always accurate and the manager does not monitor their learning effectively. Younger children do not make sufficient progress.  The manager does not ensure that staff group young children effectively during activities and lessons from visiting professionals to support their learning. Staff do not

Inspection activities

 The inspector observed children in the main play areas and the garden.  The inspector spoke with the provider, manager and staff at appropriate times during the inspection.  The inspector reviewed documents, including safeguarding and risk assessments.  The inspection was carried out following the risk assessment process.

p.2

Effectiveness of the leadership and management is inadequate

The provider and the manager do not recognise weaknesses in practice, and the quality of the provision has deteriorated. The manager does not monitor children's learning or staff practice effectively. For example, she is not aware that assessments do not show the limited progress that young children make in some areas of learning or that teaching practice in the toddler room is weak. Staff have attended some training to build on their knowledge and skills. Safeguarding is effective. Staff have a sufficient understanding of child protection and the procedures to follow if they have any concerns. They carry out risk assessments to help children play in a safe learning environment. Staff build positive relationships with parents to provide continuity for children's care and learning.

p.3

Quality of teaching, learning and assessment is inadequate

Staff do not make accurate assessments of all the younger children's progress. They do not identify gaps in learning to enable them to provide the support that children need to catch up with other children. Sometimes activities are not appropriate for the ages and stages of children involved. For example, staff do not group young children appropriately during French lessons and the lessons are too difficult for them to understand and learn from. Children move on to different rooms in the nursery according to their age rather than their abilities. This hinders the learning of those that are most able. Staff provide support for older children's learning. For example, they encourage them to work together to hit a target by throwing a ball through a hoop. They extend the activity by holding up two hoops for the children to throw the ball through.

p.3

Personal development, behaviour and welfare are inadequate

The provider does not support children's good health. Not all children wash their hands before mealtimes. Staff leave dirty nappies in the room and do not wash their hands after changing them. The provider does not ensure that children receive a balanced and nutritious diet each day. On the day of inspection the children's main meal was tinned ravioli without any fresh vegetables. Staff generally deploy themselves well to supervise children. However, when key staff are absent, other staff do not manage children's behaviour effectively. Children are disruptive and hinder the learning of others. Children enjoy daily opportunities for outdoor play to support their physical skills.

p.3

Outcomes for children are inadequate

The lack of challenging activities and the weak teaching practice hinder younger children's progress. Staff stop them from following their interests, for example, when they want to move resources from one area to another to extend their play. Older children develop some key skills to help them as they move on to the next stage in their learning. For example, they talk confidently about the roles they are playing when they dress up.
