This monitoring visit

The social care regulatory inspector arrived at the home at 11:55. The home appeared to be unoccupied and no one answered the knocker. The doorbell is missing but otherwise the exterior is tidy. The bins are empty and do not appear to have been used recently.

p.2

This monitoring visit

The responsible person answered a call requesting admittance to the home. He agreed to call back, which he did at 12:28. A member of staff from the maintenance team attended the buildings and gave full access to all areas. The home is not in use as a children’s home and the registered provider has not breached the restriction of accommodation. The registered provider has not removed a large yellow metal box from the living room. This was a recommendation at the last two inspections of the home and impedes the development of a homely atmosphere. There are some minor repairs required, which the maintenance team is working on.

p.2

This monitoring visit

There have been no visits this year by an independent person to inspect the premises as required. The last independent visitor report received by Ofsted is for an incomplete visit on 3 March 2016, and prior to that a visit on 15 December 2015. The visitor has not been to, or entered, the home this year and could not comment on whether the home remained fit to accommodate children. The responsible individual says that he has employed a new independent visitor to conduct home visits. The registered provider has not ensured that an independent person visits the home at least monthly.

p.2

This monitoring visit

Due to the home having no children on roll, and there being no care staff present, it was not possible to check progress with most requirements and recommendations set at the last inspection. The registered provider has not evidenced any progress to address the serious concerns raised at the last inspection.

p.2

Information about this children’s home

This privately run home may provide care and accommodation for up to three young people with emotional and/or behavioural difficulties.

p.3

Statutory requirements

This section sets out the actions that must be taken so that the registered person(s) meets the Care Standards Act 2000, Children’s Homes (England) Regulations 2015 and the ‘Guide to the children’s homes regulations including the quality standards’. The registered person(s) must comply within the given timescales.

p.3

Requirement Due date

The registered person must ensure that an independent person visits the children’s home at least once a month. (Regulation 44 (1)) 29 July 2016

p.3

Recommendations

To improve the quality and standards of care further, the service should take account of the following recommendation:  Maintain a domestic impression in the home, in particular ensure that there is a working doorbell in place and remove the large, brightly coloured, metal security box bolted on the cabinet in the lounge. (‘Guide to the children’s homes regulations including the quality standards’, page 15, paragraph 3.9)

p.3
