This is also a breach of the childcare register requirements.  The childminder does not maintain a valid paediatric first-aid qualification or keep records to demonstrate children's hours of attendance as required. These are also breaches of the childcare register requirements.  Children make inadequate progress. The childminder does not assess or monitor children's development well. She does not identify gaps in children's development or involve parents to help plan for their children's next steps effectively.  Children do not learn the communication and language skills they need as foundations for their future learning.  The childminder does not evaluate her provision to help her meet legal requirements,

or identify and work on the weaknesses in practice to improve outcomes for children.  The childminder does not help children to learn and understand what she expects from them. She does not always teach children to cooperate and behave well.  The childminder does not provide age-appropriate resources or organise them well. Children cannot select and choose what they want to play with.

p.1

It has the following strengths

 Children form close bonds with the childminder and seek her out for comfort.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 use evaluation effectively to clearly identify the breaches of requirements and areas for development in practice, to improve outcomes for children  assist children to understand how to respond to some safety rules, and help them to cooperate and manage their behaviour  enable children to access age-appropriate resources independently to support their learning and enjoyment.

p.2

Inspection activities

 The inspector viewed all the areas used for childminding and the toys and resources available.  The inspector observed the quality of teaching during activities. The inspector and childminder observed and evaluated together the effectiveness of an activity.  The inspector looked at a range of documentation, including policies and procedures, and children's assessments records.  The inspector discussed the childminder's self-evaluation of the provision.  The inspector looked at surveys completed by parents and took account of their views.

p.3

Effectiveness of the leadership and management is inadequate

The childminder does not evaluate her practice and is in breach of several legal requirements. Arrangements for safeguarding are ineffective. She does not hold a first-aid qualification and does not record the hours that children attend, as required. While the childminder understands how to report concerns about children's well-being, she does not effectively keep children safe in her setting. For example, she does not carry out risk assessments to remove potential hazards. She does not supervise children effectively. For example, during the inspection, they climbed to reach resources and pulled them down on top of them. The childminder's lack of regard for health and safety puts children at risk of harm.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder does not have high expectations for what children can achieve. She has limited knowledge of how children learn and develop. The childminder does not carry out regular assessments to help her identify promptly if children are underachieving. She does not plan for their learning effectively. Although the childminder gathers appropriate information from parents about children's abilities when they start, she does not use it to plan effectively or involve parents in their children's ongoing learning. The childminder does not develop children's communication and language skills effectively to prepare them for future learning. She provides some activities for children to readily explore. For example, they enjoy playing with soapy water, pots and pans in the garden.

p.4

Personal development, behaviour and welfare are inadequate

The childminder does not always remove potential hazards to children promptly enough to keep them safe. In addition, she does not teach children to manage their behaviour and to follow simple rules to keep themselves safe. The childminder promotes children's understanding of healthy lifestyles adequately. For example, children play outdoors regularly in the garden, playgrounds and parks. The childminder provides nutritious meals throughout the day. She helps children to understand diversity, such as celebrating some festivals during the year.

p.4

Outcomes for children are inadequate

Children make inadequate progress and do not learn appropriate skills to help them develop. Children cannot always access age-appropriate toys and resources to support their learning and enjoyment. They do not listen, understand simple instructions or speak at the level typical for their age. Children do not behave well. They learn to manage some tasks independently. For example, young children try to put their shoes on themselves.
